Lighting Asset Location Data

Responded Fri 21 August 2026Under the Freedom of Information Act 2000, I would like to request a copy of the lighting asset location data held by your authority.
Specifically, I request:
1. The geographic location of lighting assets maintained by your authority.
2. Coordinates for each asset, preferably as latitude and longitude, although alternative coordinate systems (e.g. British National Grid Easting/Northing) would also be acceptable.
3. Any unique asset identifier associated with each light, where available.
4. The date or timeframe in which the data was last updated or collected.
5. Where available, information on the operational hours of the lighting asset (for example, dusk-to-dawn operation, part-night lighting schedules, or other programmed operating times).
6. Where available, information on the height, lighting type, or asset classification (e.g. LED lantern, column height, bollard lighting, floodlighting, or other recorded asset characteristics).
I appreciate that the information requested in points 5 and 6 may not be held for all assets. Where these data are available, I would be grateful if they could be included alongside the location data.
I would be grateful if the data could be provided in a machine-readable geospatial format, preferably:
- CSV (.csv)
- GeoJSON (.geojson)
- ESRI Shapefile (.shp)
If the data is already published or downloadable through another route, please provide the relevant link. However, where possible, I would prefer to receive the underlying dataset directly, particularly where this would facilitate reuse and integration into research and public-interest applications.
In addition, I would be grateful if you could confirm:
- Whether the data can be shared under the Open Government Licence (OGL); and
- If not, the licence, copyright, or reuse conditions that apply to the data.
My preference is for the data to be made available under the Open Government Licence (OGL) to support its reuse for research and public-interest purposes.
Purpose of the request
The data will be used to improve the quality and coverage of lighting information in and nearby parks and greenspace within the Safer Parks Dashboard, a research-led tool developed to support implementation of the Safer Parks guidance.

The dashboard supports policing, park managers, urban planners, designers and volunteer groups in making parks and green spaces feel safer and more inclusive for women and girls. By improving access to (street) lighting data, the project seeks to support evidence-based approaches to reducing violence against women and girls (VAWG) and enhancing perceptions of safety in parks and green spaces across England and Wales.

Answer: Last update September 2023.
5. Where available, information on the operational hours of the lighting asset (for example, dusk-to-dawn operation, part-night lighting schedules, or other programmed operating times).
Answer: Where known half-night and dawn to dusk operations are noted on the attached spreadsheet
6. Where available, information on the height, lighting type, or asset classification (e.g. LED lantern, column height, bollard lighting, floodlighting, or other recorded asset characteristics).
Answer: Partial information on the asset type is on attached spreadsheet.
