Local authority assets: 2010 to 2025

Responded Fri 17 July 2026This request forms part of an ongoing research programme at IPPR (the Institute for Public Policy Research), IPPR North, and the Productivity Institute at the University of Manchester, supported by UK Research and Innovation (UKRI) on local government finance and access to capital. The research aims to inform better policy on how councils can catalyse investment, protect community assets, and use their fiscal powers effectively. Responses will be aggregated across all English principal authorities; we will not identify any individual authorities. This request builds on a similar FOI submitted by IPPR two years ago.
Please provide the following:
· The number and total value of local authority assets that have been sold in each of the last 15 calendar years (2010 to 2025 inclusive), setting out clearly which types of asset are included and splitting them by category or type. Please separate out social housing asset sales and community asset transfers, so these can be identified distinctly from other sales.
· The stock of local authority assets currently held, by number and value, setting out clearly which types of asset are included and splitting them by type where possible. Please again separate social housing, and any community assets that are due to be transferred.
· The number of local authority assets that have been transferred into community ownership in each of the last 15 calendar years (2010 to 2025 inclusive).
