I am writing to request information under the Freedom of Information Act 2000 regarding how Hastings Borough Council allocates and manages council tax revenue.
Specifically, I would like to request the following information:
- A detailed breakdown of how council tax income is spent across all service areas for the most recent full financial year available.
- A month-by-month (or closest available periodic) breakdown of council tax expenditure, showing how funds are allocated throughout the year.
- The proportion of council tax allocated to major categories such as:
- Housing and homelessness services
- Waste collection and environmental services
- Public safety and community services
- Administration and staffing costs
- Summary information on payments made to external organisations or contractors funded from council tax revenue.
- Any publicly available reports, dashboards, or documents that explain or visualise council tax spending.
- Please confirm the types of financial institutions used to hold council tax receipts (for example, whether UK high street banks are used), whether these funds are held in pooled council accounts, and whether any council tax funds are held in accounts outside the United Kingdom.
If the requested information is already publicly available, I would be grateful if you could direct me to the relevant webpages or documents.

Budgets are allocated to services from the councils total available resources rather than directly matching council tax income to individual expenditure lines.
