Electrical Installation Condition Reports (EICRs) in the housing sector – Safety Outcomes and Compliance Data

Please accept my apokogies for the delay in responding. 

1. Please provide information on how many homes in your jurisdiction are classified as:

A. Private Rented Sector (PRS) properties. 

Answer: 11,590 Number of Households in Hastings by Tenure 1981-2021 (Source: UK Census of Population)

B. Regarding the housing stock of PRS properties, please provide the following information:

A. The number of Electrical Information Condition Reports (EICRs) carried out in privately rented homes that have been submitted to you over the last four years.

27 Requests for EICRS were made under Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.

A further 1,447 records indicate that an EICR may have been asked for. To identify the EICR with classification codes, we calculate this would take approx. 120 hours with each record taking 5 minutes to access and make notes therefore is being refused under Section 12 of the Freedom of Information Act - estimates costs of complying with a request.

The exception to this is where Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 Notices have been served. It has been possible to look at each individual record and the results are recorded below

B. The number of Classification Code C1 and Classification Code C2 observations recorded within any EICR, in the last four years, per year. This data is held but as per the above, would need to locate each EICR which would be excessive

C. The number of remedial works carried out on these properties as a result of the EICR outcome.

As at 23.06.26, 27 requests have been made under the Electrical Regulations 2020 for copies of EICR Certificates.

Of the 27 cases:

Remedial works were carried out on 2 properties that had Classification Code C1 and Classification Code C2 The total number Classification Code 1 on the certificates was 1 and the total number of classification Code 2 on the certificates was 15 2023 – 1 Classification C1 identified , 6 Classification C2 identified 2024 – 0 Classification C1 identified, 9 Classification C2 identified 2025 – 0 Classification C1 identified, 0 Classification C2 identified 2026 - 0 Classification C1 identified, 0 Classification C2 identified
