Fly-tipping

Responded Fri 10 July 2026Under the Freedom of Information Act 2000, I would like to request the following information relating to fly-tipping within your local authority area.
Please provide, for each of the following financial years:
- 2023/24
- 2024/25
- 2025/26 (latest available, even if provisional)
- The total number of recorded fly-tipping incidents.
- The number of fly-tipping incidents that resulted in:
a) Fixed Penalty Notices (FPNs) issued
b) Prosecutions - The total amount of fines issued for fly-tipping offences.
- The total amount of fines successfully collected.
If full data for 2025/26 is not yet available, please provide the most recent partial data you hold.
Please provide the information in a simple table format where possible.
Response
Please accept my apologies for the delay in responding.The details listed below are those reported to the Department for Environment, Food & Rural Affairs (Defra) through the WasteDataFlow system. These details can be accessed online at WasteDataFlow Waste Management (https://www.wastedataflow.org/) where you can register to access published data. Data can also be accessed at Gov.UK Fly-tipping statistics for England - GOV.UK (https://www.gov.uk/government/statistics/fly-tipping-statistics-for-england).
I enclose a spreadsheet relating to the figures for Hastings Borough Council.
Reports received will not all be actual fly tips, such as community litter pick volunteers leaving bags, where it is a collection day, or items left out generally for private collection. Hastings Borough Council exclude these from the reports sent to Defra.
All were removed within the agreed timescales. The times scales are the same as previous years and within the national code of practice, being the maximum time of 14 days, whereas we try and remove items within 48 hours. Whilst all reports are investigated, any enforcement is based on evidence, witness details and resources. Then based on legalities and solid evidence, fines or further court action can be taken.
