Climate Change

Responded Tue 31 March 2026I am writing to request information on the costs incurred by the council in complying with the Climate Change Act 2008 since May 2022.
Specifically, I would like to know the total expenditure related to compliance, including - but not limited to - costs within the Housing, Transport, and Executive departments. If possible, please provide a breakdown of these costs by department.
Response
The Climate Change Act 2008 sets a legally binding national target for the UK to reach net zero greenhouse gas emissions by 2050. The Act does not place a direct statutory duty on local authorities to meet specific emissions reduction targets. However, local authorities are required to include policies in their Local Plans that address climate change, mitigate emissions, and support sustainable development, as set out in the National Planning Policy Framework.
Hastings Borough Council does not record or report detailed expenditure specifically attributed to climate change compliance across its services. Climate considerations are embedded within our corporate governance and decision making processes, including planning, but the associated costs are not separately identified or itemised.
