Fire Safety Compliance Costs

Responded Thu 07 May 2026I am writing to request information under the Freedom of Information Act 2000.
I am currently undertaking research into the annual costs incurred by councils, and therefore taxpayers, for statutory fire safety compliance checks across social housing stock. In particular, I am interested in the costs associated with Regulation 10 fire door checks and emergency lighting inspections.
Please could you confirm the following:
- Regulation 10 Fire Door Checks
- The total annual cost to the council for providing Regulation 10 fire door inspection/check services across all social housing stock.
- If the total annual cost is not available, please provide the cost per door per year.
- Emergency Lighting Checks (Flick Tests)
- The total annual cost to the council for carrying out regular emergency lighting flick tests in accordance with the Regulatory Reform (Fire Safety) Order 2005 across all social housing stock.
- If the total annual cost is not available, please provide the cost per block, per building, or per unit per year (whichever is most appropriate).

Please accept my apologies for the delay in responding.
To add context to our response, please note that the Hastings Borough Council carried out a large scale voluntary transfer of its housing stock in 1996 and subsequently only has a relatively small housing portfolio.
1. There are currently no residential social housing properties that are over 11 metres in height and only a small number of properties with flat entrance doors that lead onto common parts. For the latter, we commission fire door checks on a property by property basis and do not have a reporting system which collates the cost of this service.
2. Our regular emergency lighting tests are carried out by internal housing officers so there is no specific costing for same.
