I have contacted the councillor several times and have been ignored. I simply want to know his birthplace, his non-response is worrying. I therefore would like to make an FOI request.

His name is Lucian Fernando.

The Freedom of Information Act is based on recorded information held by a local authority, it is not a tool to ask questions.

You are simply asking a question, which therefore falls outside the remit of the Act.

In addition to this, the question you are asking is also classed as personal data. Under the Freedom of Information Act, requests for personal data would be refused under Section 40(2) of the Act. This is an absolute exemption, and so the requested information would not be disclosed.
