Responded Thu 21 March 2024Please can I request the following information under the Freedom of Information Act on sport and youth services facilities.
1. The total number of sport facilities ran by or receiving financial support from your Local Authority at the beginning of each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
2. The total budget in pounds (£) and the percentage of your Local Authorities total budget spent on sport facilities funding in each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
3. The total number of youth and children's services ran by or receiving financial support from your Local Authority at the beginning of each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
4. The total budget in pounds (£) and the percentage of your Local Authorities total budget spent on youth and children's services funding in each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.

Please accept my apologies for the delay in responding.
1. The total number of sport facilities ran by or receiving financial support from your Local Authority at the beginning of each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
Answer: (2023-24) 19 currently. All of these facilities have been present since 2019-20.
Calculation is based on information taken from 2023 on our website (outdoor sports facilities) and the 2023 Hastings and Rother Playing Pitch and Built Facilities Strategy.
Hastings Borough Council directly operates: 3x locations with grass pitches and pavilions, 1x miniature grass golf putting (White Rock Gardens), 5x Multi-Use Games Areas (Alexandra Park, Torfield, White Rock Gardens and Darwell Close), 1x basketball court (White Rock Gardens), 2x tennis courts locations, 2x outdoor bowls, 1x skatepark, 1 x skate bowl, 1x petanque, 2x fishing reservoirs.
Assumptions: Assuming 'ran by' means we directly operate the facility. This list excludes facilities leased to another party. Also assuming that 'financial support' excludes our landlord maintenance responsibilities.
2. The total budget in pounds (£) and the percentage of your Local Authorities total budget spent on sport facilities funding in each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
Answer: Please note we cannot give you percentage of the budget for sports facilities. Sports pavilions come out of our Asset Maintenance budget. I have listed these separately.
Grounds Maintenance as follows:
2019/20 - £85,207.73
2020/21 - £86,226.21
2021/22 - £87,367.66
2022/23 - £92,342.86
2023/24 - £56,911.61*
* The grounds maintenance service was brought back as an in-house service from 5th November 2023, so the costs supplied for 2023/24 are for a 7 month period, covering April to October 2023, where the service was delivered by an external grounds maintenance contractor.
Asset Maintenance for our pavilions as follows:
Total budget spend and percentage of budget spent with additional sum allocation for that particular year.
2019/20 - £5,460 is 3.38% of total budget spend + £11,135 from other budgets
2020/21 - £6,502 is 4.77% of total budget spend + £0 from other budgets
2021/22 - £12,339 is 9.05% of total budget spend + £10,646 from other budgets
2022/23 - £5,431 is 3.98% of total budget spend + £7,195 from other budgets
2023/24 - £4,904 is 3.6% of total budget spend + £4,242 from other budgets
3. The total number of youth and children's services ran by or receiving financial support from your Local Authority at the beginning of each of the financial years a) 2019-20, b) 2020-21, c) 2021-22, d) 2022-23, e) 2023-24.
