What was the main reason why the application was refused, or what was the main reason the development did not go ahead?

I realise that someone else has a similar FOI request (Freedom of Information Request Reference FOI 73223541). You answered it by stating that this information can be found by viewing the planning portal and searching for 'Marina' or 'Hasting Harbour Quarter'. This yields no information at all. I have tried searching for the marina development an there is nothing to be found! What keyword, reference number, postcode or single line of an address would I need to enter to find this information?
