FOI request (FOIR-413683101)
Compliant Property Enquiry
Requested Wed 06 April 2022
Responded Thu 05 May 2022As part of a research project, I am writing a piece on the effects of poor housing conditions on the NHS and how appropriate property licensing can reduce them. To carry out this goal, I need to collate key pieces of information that your council possesses. This information is crucial as it will act as a benchmark, indicative of our performance as a company and the improvements we are making to the industry.
This is the information we request:
1. How many properties need licensing and how many are not compliant (with appropriate licensing) in your council?
2. The fine/fees for non-compliant properties.
3. The risk of being a landlord of a non-compliant property.
4. Any other costs involved with non compliant properties that can be neglected through licensing accordingly.
Response
1. How many properties need licensing and how many are not compliant (with appropriate licensing) in your council?
In the Borough of Hastings and St Leonards there are approximately 100 properties that have a Mandatory HMO Licence and 900 properties that currently have an Additional HMO Licence.
We undertake activities to identify properties that should be licensed but which are not. The total number of properties that require a licence will vary depending on the occupancy and make up of the building. This is a constantly changing situation.
2. The fine/fees for non-compliant properties.
Please see Hastings Borough Council's Enforcement Policy - Housing Renewal Enforcement Policy Draft for Cabinet January 2020 (hastings.gov.uk)
3. The risk of being a landlord of a non-compliant property.

4. Any other costs involved with non compliant properties that can be neglected through licensing accordingly.
