All data and criteria used to justify traffic calming measures in every road in Hastings and St Leonards

I would like to request all data and criteria that was used to install traffic calming measures in every road in Hastings and St Leonards since it started to be installed. I have been in contact with ESCC for the same information but a lot of it was missing and they suggested I contact HBC as they may have the information. They only supplied information for Kings Road, Manor/Millward Road and Rock-a-Nore as they stated they do not keep it as it was over 6 years ago for most of the roads I requested.
