Drain Maintenance information

I represent Azur Events Limited who conduct their business from the above site and who are experiencing problems with the foul drainage system serving:
a. The pavilion
b. The public toilets
c. The sailing Club
The foul drainage system comprises 2 no 100mm diameter pipes situated at the rear of the building which collect sewage from the above premises and convey it to the main adopted sewer in the lower promenade via a 150 mm diameter pipe. We believe that these 3 no sections of pipe are private drains maintainable at the expense of the lessor which is Hastings BC.
I would be grateful if you could confirm:
1. Whether HBC has maintained these pipes
2. If so what maintenance regime exists
3. How often are these pipes maintained and what is the maintenance history
4. Can you also provide Building Regulations records for the improvements carried out in 2008

Due to time elapsed the certificates have been destroyed as per retention guidelines therefore these are no longer held.
