I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004.

Please send me the following information.

1. How much per year has it cost your authority to remove waste for litter and fly tipping 2016, 2017,2018 and 2019?

2. How much over your budget was you in 2016, 2017, 2018 and current year?

3. Does you Authority currently have an Environmental Enforcement Team?

4. How many Fixed Penalty Notices for littering have they issued for 2016, 2017, 2018 and 2019?

5. Has your Authority currently have a Private Environmental Enforcement Service. If so what's the company name: 

6. How many Fixed Penalty Notices for littering has this company issued in 2016, 2017, 2018 and 2019?

Q3 - Hastings Borough Council (HBC) does not have an Environmental Enforcement Team however, there are Enforcement Officers in various teams.

Q4 -

2016 - 26

2017 - 15

2018 - 34

2019 - 6

Q5 - HBC do not have a Private Environmental Enforcement Service

Q6 - as above - however we did have a company called Kingdom in 2017/18 who issued FPNs

Kingdom Service Ltd were contracted from July 2017 for a 12 month pilot. Officers employed by Kingdom were authorised to issue FPNs for littering and dog fouling. In the 12 months they worked 2,697 FPNs were issued.
