    Electric Vehicle Charging

    We are conducting research in the provisioning of public Electric Vehicle Charging infrastructure so to that end under the freedom of information act, I would like to request the following information: -

    1. What are Hastings Borough Council's plans regarding central governments initiative to improve the national infrastructure for Electric Vehicle charging?
    2. What provision do you provide already?
      1. Number and type of chargers already deployed.
        1. Where are they located?
      2. Are these chargers available to the public?
        1. If so are there any access restrictions?
      3. How were these chargers funded?
        1. If OLEV funded under which scheme and when?
    3. What are your plans to deploy chargers or increase the number of chargers in public places and when is this scheduled to happen?
    4. If you already have deployed charging what percentage of usage if for your vehicles in comparison to public utilisation.
    5. If your chargers are in public car parks do you or your car park management partners enforce them and if so what is the penalty for inappropriate use?
      1. Are these bays clearly marked as Charging bays
    6. .What are the roadblocks that Hastings Borough Council has encountered in trying to deliver the EV infrastructure?
    7. Does your Planning department require all new car parking where the public will be the primary visitors, ie retail parks, superstore, leisure facilities etc. to have EV charging provisions?

    Response

    Q1 - Hastings Borough Council has no plans in place at the moment due to budget constraints and usage of the units.
    Q2 - We have two units already deployed each of which serves up to two vehicles.
    Where are they located? One in Pelham Place Car Park which is a Elektrobay 305 Duel head and one is in Marina Car Park which is a DBT TRI Standard rapid quick charger
    Are these chargers available to the public? - Yes
    If so are there any access restrictions? - Both units are on the Charge Your Car Network (CYC), you have to be a member of CYC to use the units
    How were these chargers funded? The one in Pelham was purchased directly from the council budget whilst the one in Marina was part funded by OLEV
    If OLEV funded under which scheme and when? eV South East Network Project (2013-15) - Grant agreement for Rapid Charger Lewes District Council is providing the following agreements on behalf of the eV South East Network Project. Lewes District Council ("the Council") acts as the administrative authority for this project on behalf of Office for Low Emission Vehicles (OLEV), the grant provider. The grant provides funding for a recipient from OLEV (75%) and our partner Charge Your Car Ltd (CYC) (25%) for a publically accessible electric vehicle rapid charger.
    3. East Sussex County Council are responsible for on street parking enforcement and may be able to provide further information in relation to this question: www.eastsussex.gov.uk
    4. 100% of the usage is by the public.
    5. They are in public car parks and we do enforce parking. The Penalty Charge Notice is set up at the higher level i.e. £70 reduced to £35.
    Are these bays clearly marked as Charging bays - Yes with signage and lining.
    6. Initial cost for rapid chargers including new electrical supplies where location is remote.
    Q7 - We do not require any new parking to include EV charging provisions. However, EVC is encouraged by our SPD on parking provision, which can be found here: http://www.hastings.gov.uk/content/planning/planning_policy/local_plan/pdfs/spd/Parking_Provision_in_New_Developments_SPD.
