Abandoned Horses

I'm a 3rd year undergraduate student at the Royal Agricultural University in Cirencester. I am doing my dissertation on the issue of fly-grazing and its link to social media. Please could i have the following information under the Freedom of Information Act 2000

Could you tell me how you deal with the issue of abandoned horses on council owned land and if you have a designated team who deal with it? 

On average how many cases does the council deal with each year?

How much it costs the council to deal with the issue at hand?

Any help would be greatly appreciated and your council will listed in my acknowledgements in my dissertation  and any information given should be given in either word or pdf format.

Hastings Borough Council has never had to deal with abandoned horses on our land.
