Unpaid parking fines to foreign-registered vehicles

1) How many parking fines issued by the council to foreign-registered vehicles in 2016 and 2017 - and 2017 to date in 2018 - remain UNPAID and WRITTEN-OFF by the authority
2) The total value of those unpaid and written off tickets. For example, if there are 10 unpaid tickets in 2016 and 10 unpaid tickets from 2017, at a value of £30 each, the council is owed a total of £600 by drivers of foreign-registered vehicles.
Please clearly break down the figures year-by-year - both 2016 and 2017. If you only record data in financial years, please provide from 2016/2017 and 2017 to 2018
These figures are for off street parking only. On street parking is enforced by East Sussex County Council www.eastsussex.gov.uk
2016 - 2017 86 PCNs issued 62 unpaid and written off
2017 - 2018 138 PCNs issued 86 unpaid and written off
2018 - to date 10 PCNs issued 8 unpaid 0 written off
2016 - 2017 if paid at discount £25 total value = £1550 2017 -
2018 if paid at discount £25 total value = £2150
