The Council is responsible for the sweeping of streets and removal of litter.
Hastings streets are divided into zones, depending on the volume of traffic using the streets each day. The more frequently the road is used, the more often it will be swept.
However, if the visual appearance of an area should deteriorate to an unacceptable level between cleaning, it will be cleaned up within a certain time, as laid down in a Litter Code of Practice under the Environmental Protection Act 1990.

Litter in a public place is unsightly, dangerous to animals, and an offence. The average fine for littering is around £95, but can be up to £2,500.
Litter ranges in size from a single sweet wrapper, to a bag full of rubbish. The Environmental Protection Act of 1990 states that if a person drops, throws, deposits, or leaves anything that causes defacement in a public place, they are committing a littering offence. So always try to use a litter bin or take it home.
Most bins are emptied daily, some up to 3 times per day.

The Council is responsible for keeping the Borough clean and free of litter.
We will:
- Continuously clean town centres
- Clean main roads once a week
- Clean other roads once a month
- Remove accumulations of rubbish from Council land
- Empty litter bins before they are full
- Help with your locally organised clean-ups

- Using the free refuse tips
- Having waste collection contracts for your business
- Not leaving your dog's mess for others
- Not "Fly Posting" - its untidy and illegal
- Reporting your concerns to us

East Sussex County Council is responsible for making sure grass is kept to a safe length on highway verges across East Sussex.
In Hastings, as part of the agreement with East Sussex, we supervise the work, according to the County Council policy.

The Council treats this problem very seriously and will prosecute anyone caught flytipping waste.
In an effort to reduce the number of flytipping incidences, the Council provides a special refuse collection for large items.
The flytipping of controlled waste is a serious criminal offence which carries a fine of up to £20,000 (unlimited if indicated to the Crown Court) or an offender can even be sent to prison. It is important to realise that it is also an offence to permit flytipping.
Flytipping is often associated with dumping waste from vehicles. In this case the person controlling the use of the vehicle can also be prosecuted, which means that it is possible for a prosecution to occur when only the vehicle, not the driver, is identifiable.
The Police also have the powers to seize vehicles used for flytipping.
If you discover flytipped waste after the tippers have left, please follow these simple DO's and DON'Ts:
- do not touch the waste: flytipped waste can be dangerous - it may contain syringes, broken glass, asbestos, toxic chemicals or other hazardous substances.
- visually inspect the waste: try to determine what the waste consists of and how much there is.
- take note of its exact location: and also, whether it is in or near water.
- do not disturb the site: there may be evidence that could help identify the culprits and lead to their prosecution.
If possible, please make a note of:
- the day, date and time you saw the tipping.
What you saw:
- how many people were flytipping and what they looked like
- what they were actually doing
- any vehicles involved - their make, colour and registration number

Where spillages are of a hazardous nature, the local police and fire service may also be involved in the incident and road closures may be required.
In the case of oil spillages, these incidents are usually dealt with by spreading sand over the affected area.

Hastings Borouch Council implement measures aimed at preventing vandalism within the area (CCTV, Environmental Enforcement officers, improved street lighting etc) and provide advice and information on measures which can be taken by individuals to deter vandals and how to notify the council about incidents of vandalism.
Where the vandalism has taken place on public property the council will carry out repairs.
