Housing Benefit is available to help people with a low income pay their rent to a housing association. Local Housing Allowance is available to help people with a low income pay their rent to a private landlord.
Council Tax Benefit makes sure people in receipt of Income Support or income based Job Seekers Allowance (with no nondependants living with them) will normally pay no Council Tax, and that other people on low incomes will have their bills reduced.
