You can submit an Application Online through the Planning Portal.
Please note that due to the cost of handling credit card payments we are only able to accept online payments of up to £1,000. Where the application fee is greater than £1,000 you will need to send in a cheque.

You can print out the Application Form(s) - fill them in and post them to us.
If you prefer we can send you a set of Application Forms in the post. Just contact us and let us know what you want.

Planning Application Fees from 6 April 2008
Planning Fees
The Council cannot begin to deal with your application unless it is accompanied by the appropriate fee. Examples of the fees payable are given here, if you are unsure what fee is required please contact Planning Services on 0845 274 1090 or email dcenquiries@hastings.gov.uk for advice.
Chequesshould be made payable to Hastings Borough Council. There is no VAT on application fees. Some applications do not require a fee; examples of these are given in the Exemptions section below.
Effective from 6 April 2008
All Outline Applications
- Where site area does not exceed 2.5 hectares - £335 for each 0.1 hectare of the site area.
- Where the site area exceeds 2.5 hectares - £8,285 and an additional £100 for each 0.1 hectare in excess of 2.5 hectares, subject to a maximum of £125,000.
The erection of dwellinghouses
- Where the number of dwellinghouses to be created by the development does not exceed 50 - £335 for each dwellinghouse.
- Where the number of dwellinghouses to be created by the development exceeds 50 - £16,565 and an additional £100 for each dwellinghouse in excess of 50 dwellinghouses, subject to a maximum of £250,000.
The erection of buildings (other than in 1, 2, 3, 4, 12, 17, 18)
- Where no floor space is to be created by the development - £170.
- Where the area of gross floor space to be created by the development does not exceed 40 sq.metres - £170.
- Where the area of gross floor space to be created by the development exceeds 40 sq.metres, but does not exceed 75 sq.metres - £335.
- Where the area of gross floor space to be created by the development exceeds 75 sq.metres, but does not exceed 3750 sq.metres - £335 for each 75 sq.metres.
- Where the area of gross floor space to be created by the development exceeds 3750 sq.metres - £16,565 and an additional £100 for each 75 sq.metres, subject to a maximum of £250,000.
The enlargement, improvement or other alteration of existing dwellinghouse (other than in 12, 13, 14, 15, 16)
- Where the application relates to one dwellinghouse - £150.
- Where the application relates to 2 or more dwellinghouses - £295.
Works within the curtilage of an existing dwellinghouse
- The carrying out of operations (including the erection of a building) within the curtilage of an existing dwellinghouse, for purposes ancillary to the enjoyment of the dwellinghouse as such, or the erection or construction of gates, fences, walls or other means of enclosure along a boundary of the curtilage of an existing dwellinghouse - £150.
Change of use to one or more separate dwellinghouses
- Where the change of use is from a previous use as a single dwellinghouse to use as two or more single dwellinghouses, and does not exceed 50 dwellinghouses - £335 for each additional dwellinghouse.
- In all other cases, where the change of use is for use that does not exceed 50 dwellinghouses - £335 for each dwellinghouse.
- Where the change of use exceeds 50 dwellinghouses – £16,565 and an additional £100 for each dwellinghouse, subject to a maximum of £250,000.
Change of use of land or building (other than in 13, 14, 15)
- Change of use of land or building - £335.
The erection, alteration or replacement of plant or machinery
- Where the site area does not exceed 5 hectares - £335 for each 0.1 hectare of the site area.
- Where the site area exceeds 5 hectares - £16,565 and an additional £100 for each 0.1 hectare in excess of 5 hectares, subject to a maximum of £250,000.
The construction of car parks, service roads or other means of access where required to serve an existing use
- The construction of car parks, service roads or other means of access where required to serve an existing use - £170.
The variation or removal of existing planning permission condition
- The variation or removal of existing planning permission condition - £170.
Renewal of unexpired permission
- Renewal of unexpired permission - £170.
Installation of a radio mast, radio equipment, housing or public callbox
- Installation of a radio mast, radio equipment, housing or public callbox - £335.
Prior approval applications
- Proposed Demolition - £70.
Certificates of Lawfulness
- Certificate of Proposed Use or Development – £170.
- Certificate of Existing Use or Development – fee as for planning application.
Advertisement
- Advertisements displayed externally on business premises, on the forecourt of business premises or on other land within the curtilage of business premises, wholly with reference to all or any of the following matters:-
- the nature of the business or other activity carried on the premises - £95.
- the goods sold or the services provided on the premises - £95.
- the name and qualifications of the person carrying on such business or activity or supplying such goods or services - £95.
- Advertisements for the purpose of directing members of the public to, or otherwise drawing attention to the existence of, business premises which are in the same locality as the site on which the advertisement is to be displayed but which are not visible from that site - £95.
- All other advertisements - £335.
Exemptions
Listed Building or Conservation Area Consent
- No fee payable.
Tree Preservation Order or Trees in Conservation Area
- No fee payable.
Revised or fresh applications for development (or advertisement) of the same character and description
- Within 12 months of the date of any refusal – no fee (if submitted by, or on behalf of the same applicant).
- Within 12 months of the making of an earlier application which was withdrawn – no fee (if submitted by, or on behalf of the same applicant).
- Within 12 months of expiry of the statutory 8 week period where the applicant has appealed to the Secretary of State on the grounds of non-determination – no fee (if submitted by, or on behalf of the same applicant).
- Within 12 months of receiving permission – no fee (if submitted by, or on behalf of the same applicant).
Works to improve disabled persons access to a public building, or to improve their access, safety or health at a dwellinghouse
- Works to improve disabled persons access to a public building, or to improve their access, safety or health at a dwellinghouse e.g. ramp, safety rails – no fee.
Article 4 Direction
- Applications required due to the removal of permitted development rights by a planning condition or as a result of the issuing of an Article 4 Direction – no fee.

The measurements of the site area/floorspace to which an application relates is based on the external dimensions.
If the application is for a new building to replace a building, which is to be demolished, there is no discount for the size of the existing building. The fee would be based on the floorspace of the proposed building.
Following Outline planning permission, applications for the approval of Reserved Matters attract the same fee that would have been charged on the equivalent application for full planning permission.
