Business User Permits have been introduced for use in Residents' parking places. These permits are scratch cards, which can be used whenever required, simply by scratching off the relevant boxes.
Clear instructions are shown on the back of the permit. Business User permits cost £4.00 for a four-hour period or £6.00 for a ten-hour period.
The permits can only be issued to business users who can provide proof of residency or business within a particular zone and can only be used within that zone. They are not valid for any off-street car parks or on-street pay and display bays, whether or not they are located within the zone. Business User Permits can be used at any time between the hours of restriction to park in Residents' Permit Holder Only spaces or to extend the 2 hour free parking time limit in Residents' Shared Parking spaces.
Business User permits can be purchased from the Parking Office, in addition to the Waiver Permits and season tickets for all car parks. The Hastings Information Centre is able to provide weekly or monthly car park permits.

1: Business User Parking Permits (commonly referred to as Business User Permits or Scratchcards) are available to businesses located within resident parking zones, for the benefit of visitors and customers and to general tradespersons, when undertaking work for which their vehicle is required, in those areas. Scratchcards are valid for a period of up to five or ten hours in any day. Permits cost £4.00 for 5 hours or £6.00 for 10 hours).
2: A completed application form, documents and fee must be presented at the time of application. Documents produced to confirm the trading address or status may be checked.
3: A permit can be issued for a motorcycle, motor car, or goods vehicle not exceeding 3.5 tonnes gross vehicle weight and 6m in length.
4: One permit, or up to two books of ten permits can be issued in any one transaction. In addition, if you are holding a special event such as a function or trade event, you can apply for more, to be used at one specified time. You may be asked to provide proof of the event.
5: To use the permit, refer to the instructions for use, which are set out on the reverse. These instructions must be followed. A permit will not be valid unless the day, date and time has been scratched off. Also, the vehicle registration number of the vehicle displaying the permit must be written in the space provided.
6: When the permit is in use it must be clearly displayed on the nearside front door window of the vehicle, or on the top, nearside of the vehicle dashboard, where all the details can be clearly seen and read.
7: The permit is only valid within the designated parking bays in the zone indicated on the face of the permit, and it does not give you or your visitor a preferential right over someone else who is already parked in the bay they may wish to use.
8: Business User Permits do not entitle the holder to any special exemptions from yellow line restrictions, parking bays with limited waiting, or parking bays reserved for Disabled Badge Holders. They also do not apply in designated parking zones outside of the zone for which the permit has been issued.
9: A Business User Parking Permit may be assigned to any other vehicle or person provided they are a bona fide visitor to your business premises. A permit may not be sold or passed on to any other person who is not a bona fide visitor to your premises, nor to a person who is employed by you, nor may it be used on your own vehicle, unless expressly agreed and recorded by the Parking Services' Operations Manager.
10: If you sell your business, any remaining unused Business User Parking Permits must be surrendered to the Parking Services office. You may not sell on, or pass the permit(s) to the purchaser of your property.
11: Any contravention of the above conditions of use will render the permit invalid and the permit will be withdrawn. At all times, the permit will remain the property of Hastings Borough Council.
