Whilst the Council's aim is to keep the streets clear of vehicles, it is sometimes necessary for trades vehicles, while work is being carried out in or outside premises, to park on yellow lines or other areas where restrictions are in place.
Wherever possible, tradespersons are encouraged to park elsewhere, but when a vehicle is needed on site and the vehicle is not exempt from restrictions under the Traffic Order, a Waiver Certificate costing £10.00 for a single day or £30.00 for a period up to seven consecutive days must be purchased from the Parking Office. Evidence of the need to be at a location must be provided before a Waiver Certificate is issued.

New technology is playing its part in keeping pedestrianised areas free from vehicles. Access to the Town Centre is strictly controlled by the use of an automated 'rising bollard' system. Using the latest fibre optic links and CCTV cameras, Council staff are able to see and speak to drivers who need to bring vehicles into the zones, and when appropriate will lower the bollards to allow access seven days a week.

Loading or unloading vehicles where parking restrictions apply is permitted, provided that activity is constant and can be seen to be taking place. The vehicle should be reasonably close to the premises being serviced and must be moved or parked appropriately once un/loading is complete.
The foregoing would apply to items that would be physically awkward to carry owing to their weight or bulk. It would not apply to small or fragile items, including valuables or cash collection unless it was bulk transfer.

Tradespersons carrying out emergency works are only allowed to park in a Residents' 'Permit Holder Only' bay or on a 'No Waiting' restriction (unless a loading ban is in operation) for a maximum of one hour. This is only on the condition that a note, preferably written on company headed notepaper, is left clearly displayed on the dashboard. The note must state time of arrival, how long you anticipate you will be, where you are working and a contact telephone number.

Any tradesperson may apply for a Waiver Certificate where it is essential for the vehicle to be parked in designated parking bays or in an area covered by waiting or loading restrictions, as deemed appropriate by the Council.
These Waivers permit a vehicle to park on yellow lines, in parking bays and pedestrianised areas for a specified period and purpose when no alternative parking is reasonably available.
On Street Parking Waivers are available from our Parking Office and cost £10.00 for a single day or £30.00 for up to seven consecutive days (this can be for the same, or for different locations during the period, but all locations must be entered on the submitted application form ). At the time of application, proof of the need to have a vehicle in that location will be required. Acceptable proof will take the form of a works order, job sheet or estimate for the job to be undertaken. Parking Office staff are instructed to refuse applications where satisfactory proof is not produced.
The Waiver Certificate is A4 size and certified by an authentication stamp and signature. It must be displayed prominently on the vehicle's dashboard so that all relevant information is clearly visible to Civil Enforcement Officers.

1.0: Waivers for the suspension of Waiting Restrictions and designated parking bays.
1.1: Any person may apply for a Waiver Certificate where it is essential for the vehicle to be parked in designated parking bays or in an area covered by waiting or loading restrictions, or for materials or a skip to be placed in such a position, for any of the purposes specified in point 1.2. Such a Certificate will allow the designated vehicle an exemption from waiting and loading restrictions and designated parking bay controls. Such Waivers shall only be granted when there is a specific need for the vehicle to park at that location. They will not be granted merely because it will be convenient to do so. Waiver Certificates may be valid for one day or up to one week.
1.2: The purposes for which the local authority has determined it appropriate to grant such Waiver Certificates as follows:
Building, demolition or excavation work on land, or on, or in buildings adjacent to the waiting restriction.
Any other purpose as may from time to time be deemed appropriate by the Head of Parking and Highways.
1.3: Such applications shall be made on a form issued and obtainable from the Council and shall include the particulars and information required by such form to be supplied and evidence of such need in the form of works order, contract or similar documention. The application shall be accompanied by the appropriate administration fee.
1.4: On receipt of any application duly made under the foregoing provisions of this section, and on receipt of the appropriate administration fee, the Council, upon being satisfied that the application is reasonably necessary, may issue the applicant such a Waiver Certificate for use only by the person to which such a Waiver Certificate has been allocated and only on the vehicle the registration number of which is marked on the Certificate and for use only within the location and for the purposes specified in the Certificate.
1.5: The appropriate administration fee in respect of such application means £10.00 or £30.00 or such other sum as may be fixed from time to time by resolution of the County Council.
1.6: The Waiver Certificate must be displayed in the windscreen of the vehicle to which it relates in such a manner that the details of the vehicle, location and purposes for which it has been issued are clearly visible from the outside of the vehicle. Any alterations to or defacement of the Certificate shall render it invalid and render the user of the vehicle liable to the restrictions application to the location.
1.7: Provided always that the Council may, at its absolute discretion limit the number of Waiver Certificates that are issued at any one time in respect of a particular location or generally and may require the production and surrender of used Certificates before issuing a further Certificate or Certificates.
1.8: Provided also that the Director of Environment and Safety may waive the administration fee in appropriate cases

Unless a Waiver Certificate is displayed, when parking within a Pay and Display bay you should purchase and display a valid ticket in the windscreen of your vehicle. The only exemptions to this rule (as stated in the Traffic Order) are vehicles parked adjacent to premises for the purposes of cleaning windows or chimneys or for posting or removing advertising materials.
