Many of the residential streets in the Town Centre and in the Old Town have resident only parking restrictions. Residents are entitled to two annual permits per household and can also apply for a quantity of short term permits for their visitors. Business user permits for short periods are also available for use in these restricted roads.
Both types of short term permits are scratch cards, which can be used whenever required, simply by scratching off the relevant boxes. Clear instructions are shown on the back of the permit. The permits can only be issued to residents and business users who can provide proof of residency or business within a particular zone and can only be used within that zone. They are not valid for any off street car park or on street pay and display bay, whether or not they are located within the zone.
Visitor and business user scratch cards have been available since 2000. With this in mind, we have carefully monitored the issue of these permits over the years and in certain zones, where there is a high take up of resident parking, have recently decided to restrict the numbers of visitor scratch cards issued. In Zones A, B and F, issue is restricted to 5 books of each type per household, per annum. Residents may apply to the Operations Manager, Parking Services to review the restriction if it is causing particular difficulty.

1: Each Residents' Visitor's Parking Permit (commonly referred to as Visitor's Permit or Scratchcard) is valid for a period of up to two or five hours in any day.
2: A completed application form, documents and fee must be presented at the time of application. Documents produced to confirm resident's status may be checked.
3: A permit can be issued for a motorcycle, motor car, or goods vehicle not exceeding 3.5 tonnes gross vehicle weight or 6m in length.
4: One permit, or up to two books of ten permits can be issued in any one transaction. In addition, if you are holding a special event such as a wedding, anniversary party, or christening, you can apply for more, to be used at one specified time. You may be asked to provide proof of the event.
5: To use the permit, refer to the instructions for use, which are set out on its reverse. These instructions must be followed. A permit will not be valid unless the day, date and time has been scratched off. Also, the vehicle registration number of the vehicle displaying the permit must be written in the space provided.
6: When the permit is in use it must be clearly displayed on the nearside front door window of the vehicle, or on the top, nearside of the vehicle dashboard, where all the details can be clearly seen and read.
7: The permit is only valid within the designated parking bays in the zone indicated on the face of the permit, and it does not give your visitor a preferential right over someone else who is already parked in the bay they may wish to use.
8: Residents' Visitor's Permits do not entitle the holder to any special exemptions from yellow line restrictions, parking bays with limited waiting, or parking bays reserved for Disabled Badge Holders. They also do not apply in designated parking zones outside of the zone for which the permit has been issued.
9: A Residents' Visitor's Parking Permit may be assigned to any vehicle or person provided they are a bona fide visitor to your property. A permit may not be sold or passed on to any other person who is not a bona fide visitor to your property, nor to a person who is employed by you, nor may it be used on your own vehicle, unless expressly agreed and recorded by the Parking Services' Operations Manager.
10: If you sell your property, any remaining unused Residents' Visitor's Parking Permits must be surrendered to the Parking Services office. You may not sell on, or pass the permit(s) to the purchaser of your property.
11: Any contravention of the above conditions of use will render the permit invalid and the permit will be withdrawn. At all times, the permit will remain the property of Hastings Borough Council, who may at any time, restrict the issue of visitor permits during periods of high occupation of resident's parking areas.
12: Residents' Visitor's Permits are available to the proprietors of guest-houses and hotels for the use of their paying guests. All of the above conditions apply.
