Please note the following details about the way the system operates.
1: The only access to the car park will be via an Access Control System.
2: All vehicles approaching the entrance gates at the tunnel, will stop at the pedestal mounted card reader and upon production of their magnetic card to the reader, the gates will be activated and will open automatically. After passage of the vehicle the gates will shut by means of loop detectors mounted on the car park floor.
3: Pedestrian exit from the car park is gained through a doorway, operated by a push button mounted on the tunnel exit and western ramp.
4: All vehicles approaching the exit gates at the tunnel or western ramps will trigger the loop detectors, activating the gates to the open position. These gates will close after the vehicle has cleared them.
5: For your added convenience an additional card reader has been installed at the western end of the car park (travelling towards Bexhill). This gate will enable users to gain additional pedestrian entry to the car park. If flooding re-occurs within the tunnel at the Marine Parade gates, users can remove their vehicle from the car park using this exit. However, this gate must not be used as means of vehicle entry at any time.
6: The operating hours of the car park are 24 hours, 7 days a week.
7: Subscribers to the scheme will each be issued with a magnetic card and a permit. The permit will entitle the customer to park within Grand Parade Residents' Car Park only.
8: The permit must be clearly displayed on the vehicle when parked within the car park. The car park is operated under a Parking Place Order therefore, any vehicles found within Grand Parade Residents' Car Park without a valid permit displayed will incur a Penalty Charge Notice. The sum due is currently set at £60.00 and this is reduced to £30.00 if payment is made within 14 days following the date of issue of such a Penalty Charge Notice.
9: The present cost for this scheme is:
A deposit of £10.00 is payable in advance for a magnetic card.
This will be refunded on return of the card.
All permits for this car park must be dated from the first of the month.
10: Whilst the Council are making efforts to restrict unauthorised access into Grand Parade Residents' Car Park, neither the Council nor its representatives shall be responsible for any loss, damage, injury (fatal or otherwise) occurring to any vehicle, property or person in or at the car park. Vehicles are parked at the owners' risk.
11: The use of the car park will be subject to the Terms of Issue given with the application form. You should read these carefully before completing the form.
12: To ensure that your card operates the gates at the above car park, it must be kept out of sunlight, away from magnetic fields and be handled with care by the user. Failing this the card will become damaged and access to the car park becomes impossible.
12a: If your card is lost or stolen please report it to Parking Services immediately and we will arrange for it to be cancelled. This aids the security of the car park and avoids misuse of the card.
12b: If a problem occurs as in 12 or 12A, a fee of £10.00 will be payable to enable us to issue you with a replacement card.
13: When you are arriving or leaving the car park, please wait and ensure that the gates close behind you. This is essential to maintain the secure environment of the car park.
14: The tunnel lights are left on at all times and the car park lights are operated by a PIR (passive infra red) system. Pedestrians and vehicles entering the car park via the tunnel activate the lights. The lights automatically switch off after 10 minutes.
Due to the overwhelming interest shown in this scheme the allocation of spaces will be on a first come, first served basis. A waiting list is in operation and permits are only offered to the top of the list first.

1: Season Tickets are issued subject to Council Policy and to Orders made under the Road Traffic Regulation Act in force at the time of issue.
2: Season Tickets may only be purchased in advance if the new ticket runs on from the date of expiry of an existing ticket without a break in the periods covered.
3: Season Tickets are issued in respect of nominated vehicles only. If a second vehicle is to be used during the currency of the ticket, this is to be declared and noted at the time of purchase. In these circumstances, only one vehicle can be used in conjunction with any one season ticket at any one time. Non-compliance with the aforementioned will result in the issue of a Penalty Charge Notice.
4: Season Tickets showing the vehicle registration number(s) must be displayed in the windscreen of the vehicle near to the Tax Disc. All details printed on the season ticket must be clearly visible from outside the vehicle. Failure to display in this manner may result in a Penalty charge being made each time the vehicle is left in the parking place.
5: Possession of a Grand Parade Resident's Car Park season ticket enables the holder to park a vehicle in the Grand Parade Underground Car Park only. It is not valid for any other car park or 'on street' parking bay.
6: Vehicles are to be left in marked bays only and must not be parked so as to cause an obstruction. If your vehicle is too large to fit comfortably within the bay markings or extends into the area where vehicles have to pass, it may not be possible to issue a season ticket for that vehicle.
7: Whilst the Council is making and will continue to make reasonable efforts to ensure safety of vehicles, neither the Council nor its employees shall be responsible for any loss or damage to a vehicle or its contents caused by a third party, unless as a foreseeable consequence of a negligent act of omission of the Council or its employees.
8: There is no refund for the surrender of Season Tickets. Under exceptional circumstances only the council may consider refunds in accordance with the policy.
9: The permit is issued in the registration number of the vehicle and is only available for use on that vehicle. In the event of a change of vehicle, a replacement permit for the remainder of the period will be issued free of charge. If a further change of vehicle occurs within the period an administration fee of £3.00 will be charged to change the permit.
8: The cost of a replacement magnetic entry card is £10.00.
9: The completed form and the appropriate remittance should be sent to Parking Services.
