Introduction

Individuals working for organisations that provide emergency or urgent health or social care cover to patients in the community and who are required to undertake 'on-call' duties may apply for a Primary Care Worker Parking Permit.

Primary Care Worker On Street Parking Permits: Conditions of Use

1:  Applications must be from staff who regularly provide emergency or urgent health or social care away from their normal base.

2:  Applications must be countersigned by the manager of the practice or organisation the applicant works for to confirm eligibility.

3:  The Permit may only be used within the designated areas of the Borough of Hastings when the holder is responding:
- to an urgent or emergency situation; or
- whenever the condition of the patient/client necessitates a home visit.

4:  The Permit must not be used:
- in connection with any routine non-emergency 'home visit' or where the patient/client is able to attend an appointment in person
- parking near or outside hospitals, clinics, health centres, practices or the holders normal work base (if parking facilities are required they should be provided by the employer);

5:  The Permit must be visible through the windscreen of the vehicle and displayed adjacent to the vehicle excise licence for the duration of the home visit and removed from display on the termination of each emergency call-out or home visit.  The Permit must not be displayed when not in use.

6:  'Emergency' means a situation in which:
- a patient needs immediate treatment to avoid possible loss of life.

7:  'Urgent' means a situation in which:
- a patient/client needs immediate treatment to alleviate acute pain or other distressing symptoms;
- a child is in danger;
- a person is at risk of violent attack;
- childbirth is imminent;
- immediate post natal treatment is required;
- a patient/client poses a risk to themselves and/or others;
- life saving equipment in the home has failed.

8:  Parking covered by the permit
- parking without time limit in Residents Parking Bays;
- parking for not more than 30 minutes on yellow lines prohibiting or restricting waiting except where there is a loading ban or clearway in operation;

9:  Parking not covered by the permit
- parking in Pay and Display parking bays;
- parking on private property eg. housing estates or in Council Car Parks.

10:  The Permit does not exempt the badge holder from criminal prosecution for serious parking offences such as:
- parking on zigzag markings at pedestrian crossings or schools;
- parking dangerously;
- parking and causing obstruction;
- parking on the pavement.
Committing these offences may result in your licence being endorsed with penalty points.

11:  A Permit may not be assigned to any other person or vehicle except by application to the Parking Operations Manager.

Applicants are responsible for ensuring that the Permit is only used strictly in accordance with these conditions of use.

Use of the Permit outside of the terms of these conditions may result in the Permit being withdrawn.

Permits remain the property of Hastings Borough Council.  Applicants must surrender any Permit within 24 hours of such a request to the Head of Parking and Highways.
