About the Hastings Local Strategic Partnership (LSP)

What is the Local Strategic Partnership (LSP)?

The LSP is a partnership of public agencies, business, voluntary and community sectors working together for the benefit of local people.

It includes residents, business leaders, people working in voluntary organisations, representatives from Hastings Borough Council and East Sussex County Council as well as other key agencies such as the police, education and health care providers.

Five Thematic Partnerships support the Strategic Partnership Board, each with their own particular responsibilities in the areas of safety, housing, health, learning and jobs and training.

The thematic partnerships comprise the most senior officers from agencies working to deliver services in Hastings and St Leonards, as well as representatives from business and the voluntary and community sectors.

The strategic vision for the Hastings and St Leonards LSP is:

'The renaissance of Hastings through social, economic, cultural and environmental regeneration'

and the mission is:

'To build on the town's strong community spirit, culture, diverse population and extraordinary natural environment to create a safer, healthier more sustainable and more prosperous place with lasting opportunities for everybody'.

What does the Local Strategic Partnership (LSP) do?

The LSP has responsibility to:

  • Set the vision for the area and develop the strategy to make this happen.
  • Develop and deliver the Local Neighbourhood Strategy - to secure improved health and education and reduced crime, especially in priority areas such as Ore Valley, Greater Hollington, Castle and Gensing and Central St Leonards.
  • Develop and deliver a Community Strategy to include a 10 year vision for the future of the town, and set out the 21 key targets for improving housing, learning and skills, employment, health, community safety, social inclusion and quality of life and to make Hastings a desirable place to live, work and visit.
  • Make sure that local partnerships and agencies work together to effectively meet local needs and priorities.

The LSP is supported by a range of sector partnerships, networks and forums which:

  • Feed a wide range of news, views, ideas and reports to the LSP
  • Turn the agreed priorities of the LSP into action at a local level

You are very welcome to come and see the LSP in action.

LSP meetings are held at:
Council Chamber
Town Hall
Queens Road
Hastings
and start at 10.00am and usually last until 1pm.

Documents relating to these meetings are posted to the Meetings, Agendas, Reports and Minutes area of this website.  Meeting agendas and reports are published approximately 10 days before a meeting.  Meeting minutes are then published about a week after the meeting has taken place.  Please select Hastings Local Strategic Partnership as the meeting type.

Protocols

The LSP agreed a set of protocols with Hastings Community Network.

Key points relating to the LSP are:

Information Sharing

  • Information, reports and consultation documents from the LSP and its family of partnerships will be written in plain language and key information should be available in a range of formats to ensure it is accessible
  • Copies of reports and documents should be posted on websites
  • Papers for meetings should be circulated in enough time to enable LSP members to consult with their organisations
  • A 'user friendly' bulletin will be circulated after each LSP meeting summarising the outcomes of the meeting

Consultation

  • Timetable of consultation and variety of methods of consultation to be maintained
  • Annual Town Conference to be held

Representation

  • The LSP and its family of partnerships should involve voluntary and community sector reps
  • Time, venues, style and conduct of meetings need to be arranged to enable maximum participation by all members

Funding and Resources

  • The LSP should ensure that resources are available to support community engagement

Learning and training

  • Training, attendance at conferences etc will be arranged to ensure that all LSP and Community Network members can play a full role

Review and Accreditation

  • Community representatives will be involved in reviewing the performance of the LSP
  • The LSP will make links and share good practice with other LSPs

Compact Development

  • The LSP will be an active partner in the Voluntary/Community Sector Compact and Codes of Practice arising from it
