How to pay your Council Tax

Paying your Council Tax bill

Council Tax is usually paid in 10 monthly instalments ie April to January inclusive. Details of the instalments (date due and amount due) are shown on the bill.

Legislation recently passed by the Government will, from April 2013, allow Council Tax payers to request 12 individual monthly payments, making it easier for households to budget.

Details of how to request paying in 12 instalments are included on the reverse of Council Tax bills (which should arrive around the middle of March).

The whole amount outstanding can be paid in one lump sum but payment should be made within 14 days of receiving the bill.

The annual bill can also be paid in two 'half-yearly' instalments which must be made by 01 April and 01 September.

Payment by Direct Debit

Setting up a Direct Debit is one of the most popular ways to pay your bill, it means no more waiting in queues, writing cheques or worrying about finding the time to pay your bill.

Paying your bill by Direct Debit is easy, safe and once you've set it up you don't have to worry - your bank or building society will do the rest.  Direct Debit is the most cost effective way to pay, which means we can provide better services and facilities for local people.

We can offer our residents the choice of paying their Council Tax on the 1st, 15th or 23rd of the month by Direct Debit only.  The choice is yours!

If you want to pay by Direct Debit you can sign up over the phone on 01424 451081 and choose option 2 or download the direct debit form, complete it and send it back to us.

Payment by telephone

You can now pay your bill over the phone.

Our new convenient automated service is available 24 hours a day, 7 days a week, so you can make your payment by phone at any time.

Please have your bill and debit card (Maestro, Visa, Visa Electron, and Solo) ready before you call.

Full details are explained by the automated service but if you experience any difficulties please contact us on the number shown on the front of your bill.

Online payments

You can pay your Council Tax through BillPay using your Debit Card (Switch and Visa Delta).

If you wish to use this service, please follow the online registration process.  Please note that you will need to quote your Council Tax reference number which is shown on your Council Tax bill.

The BillPay service is provided by Alliance & Leicester Commercial Bank, and advanced levels of data encryption technology ensure that your sensitive banking details are transmitted in a secure and confidential way.

To pay by standing order, please see details on the back of your bill. 

Payment by cheque

Make cheques payable to 'Hastings Borough Council' and write the Account Reference shown on your bill on the back of the cheque. A receipt will not be issued.

Payment difficulties

If you do not pay your instalments when they become due, we will send you a reminder, which will ask you to pay the missing instalment(s) within 7 days. If you do not do this you may lose the right to pay by instalments and you will have to pay the full amount due for the year after a further 7 days.

Reminders are usually sent 7-14 days after the due date.

We will only send two reminders in a financial year. If you fail to pay a third instalment on time we will send you a final notice. At this stage, the full amount for the year will be due.

If you still do not pay, we will start legal proceedings by applying to the Magistrates Court for a summons to be issued against you for the full amount of the Council Tax you owe.

Changes of address, discounts, premiums etc

Please remember that your bill assumes that your circumstances will remain the same for the whole of the financial year up to the end of March.  If you move, please let us know your new address.  Similarly, if your bill shows that you are getting a discount or a premium which is incorrect, you must write to us with any relevant change within 21 days. This would happen if you stop living on your own, or if a member of your household is no longer eligible to be disregarded when calculating your bill.  The opening hours and address of Revenue Services are given below and on your bill.  If possible, please quote the account reference number shown on the front of your bill when you call or write to us.

The Revenues and Benefit Service Counters at the Contact Centre are open Monday to Friday from 8.30am to 4.45pm (4.15pm Fridays).
