Introduction
The cost of a licence depends on the type of HMO being licensed, and the number of persons, or units, in the property.
The Council charges a fee in order to cover the administration costs of the licence procedure, and the resources needed to regularly inspect licensable properties. We work with other local authorities to produce a consistent approach to setting licence fees. If you would like more information about how licence fees are calculated, please contact the HMO team.
The following guide gives an indication of fees for licensing each of the three categories of HMOs. Once your application has been submitted, your licence fee will be calculated and you will be sent an invoice.

Licence fee discounts
A 15% licence fee discount is available for persons who contact us to register interest in the scheme, and who submit a full licence application, within 6 months from 19 September 2011. To be eligible for such a discount, you must provide your contact details, and the full address of the property to be licensed. You can do this either by using our online form, or by contacting the HMO Licensing Helpline on 01424 451099.
10% discounts are also available for landlords/freeholders who are licensing multiple properties, or are members of certain accreditation schemes. Please contact us for more details

Licence fees from April 2011
These are the standard (non-discount) fees and are intended as a guide only.
Shared house type HMOs
Fees are calculated based on number of persons as follows:
- 3 persons: £841
- 4 persons: £855
- 5 persons: £869
- 6 persons: £883
- 7 persons: £897
- 8 persons: £911
- 9 persons: £925
HMOs containing bedsits and/or self contained flats
Fees are calculated based on number of units as follows:
- 2 units: £981*
- 3 units: £1,037
- 4 units: £1,093
- 5 units: £1,149
- 6 units: £1,205
- 7 units: £1,261
- 8 units: £1,317
- 9 units: £1,373
- 10 units: £1,429
- 11 units: £1,485
- 12 units: £1,542
*Please note: For a property to be an HMO, it must be occupied by 3 or more persons. Therefore a property consisting of 2 self contained flats, with only one person occupying each flat, does not need to be licensed. If you are unsure whether your property requires licensing, please contact the HMO team for details.
HMOs occupied as hostels or guest houses
Fees are calculated based on occupancy level bandings as follows:
- 5 to 10 occupants: £869
- 11 to 20 occupants: £1,149
- 21 to 40 occupants: £1,429
- 41 to 60 occupants: £1,710
- 61 to 80 occupants: £1,990
- 81+ occupants: £2,270
