Giving low income Tenants help towards their rent

The financial help available for low income Tenants who rent from a Private Landlord is now called 'Local Housing Allowance'.  It is paid directly to the Tenant but if there is evidence that the Tenant cannot handle their own financial affairs, then an appeal can be made under our Safeguard Policy for the money to go direct to the Landlord.

We cannot help with anything included in the rent that is for personal use eg. heating, water or meals.

Claiming Local Housing Allowance

Only Tenants can receive Local Housing Allowance and they must meet three basic rules:

  • the Tenant must have a liability to pay rent; and
  • the Tenant must be living in the property as their normal home; and
  • the Tenant must make a claim for benefit

The majority of people who have a liability to pay rent can make a claim however there are some exceptions, for example people who live with a close relative cannot get help if that relative is their Landlord.  We can give advice on individual cases so please contact us for more help.

How the Tenant makes a claim

The Tenant must make the claim (it cannot be made by the Landlord) by providing evidence of their identity and proof of their income, savings and rent.  Details of how a Tenant must claim can be found on the Information for people renting from Private Landlords page.

How Landlords can help the Application process

Always make sure your Tenant has either a Tenancy Agreement or some other evidence of their liability to pay rent.

This proof of rent should make clear:

  • how long the Tenancy is for
  • how much the rent is
  • what services are included in the rent eg. water, heating
  • how often the rent is due
  • when the rent is next to increase
