In 2002 the Government introduced new legislation, the Homelessness Act 2002, which amended previous homelessness legislation. The Act has six key objectives:
Central to the Act is the new duty to review homelessness and develop a homelessness strategy. Local Authorities are now under a duty to:
The Act also states that reviews and strategies apply to all homeless people, not just those who the Council has a accepted a full duty towards under the Homelessness Act.
Reviews and strategies are expected to be coordinated with other local strategies. The emphasis is on all organisations, statutory and voluntary to work together to provide services for homeless people.

The Homelessness Review 2003 is the summary of the finding of the review carried out in Hastings.
The Homelessness Strategy will be completed by the end of July 2003 and will be available on this site after that time.
