About the Publication Scheme

A Publication Scheme is a guide to the classes of information that the Council routinely publishes.  The term 'published' is broad and does not only cover information produced in paper forms.  If information is made publicly available is is deemed to have been published. Therefore, for example, information on the Council's website is deemed to have been published.

The Information Commissioner's Office (ICO) has issued a 'Model Publication Scheme' for local authorities, which the Council has adopted from 01 January 2009.

The Model Scheme represents a committment to publish information within the following broad classes:

  • Who we are and what we do
  • What we spend and how we spend it
  • What are priorities are and how we are doing
  • How we make decisions
  • Our policies and procedures
  • Lists and Registers
  • The services we offer

The Model Scheme also represents a committment to produce a guide to the information we publish.  Our Guide to Published Information details the information we proactively publish, the format in which it is published, and details of any charges we impose.

The Model Scheme also represents a committment to ensure the Guide and the information it refers to are kept up to date.

Information not covered by the Publication Scheme may be requested under our arrangements for handling request for information under our Freedom of Information regime.

Charges for Information

Where possible, we will make information available free of charge on our website.  If we are asked for printed copies of this, or other information we publish, we will normally charge on the basis of recovery of our costs only.  This means we will impose reasonable charges for printing, copying and postage.

There are exceptions to above where charges are imposed under statutory charging regimes, or where the information is a commercial publication.

Whenever a charge is to be made we will inform you in advance of the charge and how it has been arrived at.  We will not discriminate when charging for information.

Updating and Reviewing the Scheme

The Guide to Published Information is a living document and as such will need to be updated regularly so that the most current information is available to the public.  We will review the Guide and its operation annually to ensure that it continues to meet the needs of the public.

Information from other Public Authorities

All public authorities, including schools and colleges, health authorities, police and fire authorities are required to produce a publication scheme,.

East Sussex County Council have a responsibility for other Council services in Hastings and St Leonards including Education, Social Services, Highways and Libraries.  Their publication scheme can be found on their website at www.eastsussex.gov.uk.
