Introduction

The Estates Division is responsible for all aspects of property management involved in the ownership or leasing of Council property.  The Council has a computerised system of Ordnance Survey maps which show the boundaries of all land owned by the Council.

Details of leases and other agreements involving land and property are also held electronically on a database working parallel to the mapping system.

The Estates Division is headed by the Estates Manager and structured into two distinct functions:

  • Building Maintenance Section - manage the maintenance of the Council's property portfolio
  • Estates Management Section - responsible for the professional side of property management including commercial lettings, acquisitions and disposals

Service Objectives

  1. To ensure that all property resources make maximum contribution to the aims, objectives, policies and programmes of the Hastings Borough Council at community, corporate and service levels.
  2. To ensure a property management strategy which is sustainable in the longer term and achieve best value for money in all property management services.
  3. To provide a professional and efficient estates and valuation service covering the Council's landed property interests including industrial and miscellaneous properties.
  4. To comply with legal requirements for property disposals and acquisitions on terms which represent the best reasonably obtainable whilst supporting the Council's employment and regeneration policies.
  5. To ensure maximum occupation of land and buildings to support Council's regeneration objectives, whilst maximising revenue and capital receipts.
  6. To maintain a planned programme of improvements, repair and preservation of the Council's landed assets.
  7. To improve office accommodation and make reasonable alterations to comply with the requirements of the Disability Discrimination Act.

Commercial Enquiries

There are a number of Industrial Estates in the Borough that provide accommodation to meet almost any need.  Hastings Borough Council has a variety of commercial premises for lease.  In addition, periodically the Council disposes of miscellaneous commercial premises and sites throughout the Borough.

Industrial

Castleham, Churchfields and Ponswood Industrial Estates

As the major Landlord on these Estates the Council owns around 70 factories between 186 sq.m. (2,000 sq. ft.) and 836 sq.m. (90,000 sq. ft.) that are let to firms creating the major employment area of the town.

The Council also supports the Castleham, Churchfields and Conqueror Estates Enhancement Committee, which is working to improve the working environment of the area, both commercially and aesthetically.
