The Proposed Submission Development Management Plan

A 12 week consultation period was held on the 'Proposed Submission' version of the Development Management Plan from 21 January until 4.30pm on 15 April 2013.  This is the document that will identify sites for development and provide specific policies to be used in the determination of planning applications.  This is intended to be the final round of consultation before the document is sent to the Secretary of State for independent examination.

Although the consultation on the Development Management Plan has now closed, you can view the Development Management Plan and make your representations using the online consultation system (this will open a new browser window), or download the Plan along with all of its supporting documents or pick up a copy of the Development Management Plan, response form and guidance notes from Hastings Information Centre. Alternatively, all these documents will be available to view at Hastings area local libraries, although there will not be any copies to take away.

Representations received

Representations on this round of formal consultation centered on two key questions:

  1. Has the Development Management Plan been prepared in accordance with legal requirements (in the Planning and Compulsory Purchase Act 2004)?
  2. Does the Development Management Plan meet the 'Tests of Soundness', i.e. is it:
    • Positively prepared?
    • Justified?
    • Effective?
    • Consistent with national planning policy?

Planning Strategy (formerly the Core Strategy)

Consultation reports/statements

The Planning Strategy Consultation Statements set out which bodies and persons the local authority has invited to make representations. It specifically highlights comments made in earlier consultations, as well as the Council's responses. There have been three versions of the Consultation Statement published during the course of the Planning Strategy:

Proposed Submission version

Between 25 May and 17 August 2012 the final stage of consultation was undertaken on the Hastings Local Plan, Proposed Submission version of the Planning Strategy. This was the final round of consultation before the document is sent to the Secretary of State for independent examination.

Comments received on previous stages (Issues amd Options, Preferred Approaches and Informal documents) were taken into account where applicable.

The formal stage of consultation required comments (referred to as representations) to centre on two key questions:

  • a) Has the Planning Strategy been prepared in accordance with legal requirements (in the Planning and Compulsory Purchase Act 2004)?
  • b) Does the Planning Strategy meet the "Tests of Soundness", i.e. is it:
    • Positively prepared?
    • Justified?
    • Effective?
    • Consistent with national planning policy?

We developed some detailed guidance to explain more about these questions, and the things that needed to be considered in answering them and also arranged some information sessions and drop in surgeries to explain this complex final stage and assist local people and organisations with the process and making a representation.

Informal consultation

Between Monday 27 June and Monday 08 August 2011, comments were invited on the Shaping Hastings: Core Strategy informal consultation document.

Recent changes to the planning system meant that we had to change parts of the draft Plan (since we consulted on the previous version in 2008) and add in new sections - the informal consultation asked for your views about these changes.

Preferred Approaches

The statutory consultation to our 'Shaping Hastings - Core Strategy Preferred Approaches' took place between 27 May and 08 July 2008.

Issues and Options

The consultation on one of our early LDF documents 'Shaping Hastings - Core Strategy Issues and Options' took place between 30 October and 08 December 2006.

Development Management Plan including Site Allocations

Focused consultation

Between February and April 2012 we consulted on an early draft of the Development Management Plan, which set out potential development sites and the detailed policies needed to manage such development.

As part of this earlier consultation, several new sites were suggested for inclusion in the Development Management Plan for both development and protection purposes. As a result, we ran a focused 6 week consultation between 06 July and 17 August 2012 about these sites, as well as some other policy issues that had come to light in the meantime.

Consultation 03 February to 27 April 2012

Following on from the Big Map work, informal consultation on the draft Development Management Plan ran from Friday, 03 February until Friday, 27 April 2012. Shaping Hastings - The Big Map consultation (Site Specific Allocations Development Plan Document)

Informal consultation on the Big Map ran from 22 February until 06 April 2010.  We have compiled a summary report setting out who we consulted with, the main issues raised and how these would be taken forward.

The Big Map

The Big Map is still available for information only on Google maps.  The maps show potential housing sites, existing retail and employment areas together with a proposed town centre boundary and proposed new cycle routes.  Click on the markers in the left-hand column to review the information about each site.
