Revised Proposed Submission Development Management Plan: 10 March to 22 April 2014
This consultation runs from 9.30am on Monday 10 March until 4.30pm on Tuesday 22 April 2014. During those dates you are invited to make formal representations on the Revised Proposed Submission Development Management Plan its accompanying Sustainability Appraisal and Policies Map. This will be the final consultation on the Development Management Plan before submission to the Secretary of State for Independent Examination.
How to comment
This is a formal consultation, focusing on 3 key questions only, as prescribed by planning regulations. Comments (referred to as representations) are therefore invited that consider whether the Development Management Plan:
- a) Is 'Legally Compliant' – complies with the legal requirements in The Planning and Compulsory Purchase Act 2004
- b) Is 'Sound'
- c) Complies with the Duty to Co-operate
Guidance notes have been prepared to help explain more about these questions, and help you consider whether your representation is likely to relate to the legal compliance, soundness or duty to co-operate questions in the response form.
The easiest way to submit your comments is online and our 'how to comment online information sheet' provides step by step instructions of how to do this (these will be available from 10 March).
Alternatively, download the Revised Proposed Submission Development Management Plan, the response form, guidance notes and other supporting documents, or pick up a copy from the Community Contact Centre during opening hours from 10 March.
A reference copy of the Revised Proposed Submission Development Management Plan and the main supporting documents will also be available in Hastings Library, or you can access the documents via public access terminals in the Tourist Information Centre during opening hours from 10 March.
Representations made using the official response form must be submitted to us at:
Hastings Borough Council
Or submitted electronically to firstname.lastname@example.org
Please note that you will not be able to enter representations online, or send them to us before 9.30am on Monday 10 March 2014. Similarly, any representations received after 4.30pm on Tuesday 22 April cannot be accepted.
Representations submitted during the previous consultation (January to April 2013)
Representations submitted during the previous round of consultation (between January and April 2013) will be forwarded to the appointed Planning Inspector, along with any additional representations received during this new consultation. However, if you feel that your earlier comments are no longer relevant, or that the Revised Proposed Submission Development Management Plan adequately addresses them, you must let us know in writing that you wish to withdraw them. We have written separately to those affected, to clarify in more detail what you need to do.
Appendix D of the Revised Proposed Submission Development Management Plan provides a list of the most significant changes made to the Development Management Plan. This should make it easier for the public and stakeholders to see how the Plan has changed since it was last published in 2013, as well as the reasons why these changes have been made. It will also help those who previously submitted representations to see whether their original concerns or comments have been addressed in the revised version of the Plan.
