This is a non-technical summary of the Sustainability Appraisal of the Core Strategy Issues and Options and Preferred Approaches for the Hastings Local Development Framework.
Please note since it was originally published in May 2008, minor errors have been identified on pages 9, 10 and 11 of the non technical summary (non-accessible, printed version). Sustainability Appraisal of Core Strategy Issues and Option and Preferred Approaches full document:
The Sustainability Appraisal identifies key sustainability issues for Hastings, discusses the appraisal of options considered and sets out what mitigation measures should be incorporated in taking forward the Preferred Approaches.

Appropriate Assessment
We are required under the Habitats Directive 92/43/EEC to prepare an Appropriate Assessment (AA) to inform our Sustainability Appraisal and Core Strategy. The AA tests whether the Core Strategy is likely to have an adverse impact on the integrity of the Hastings Cliffs Special Area of Conservation (SAC) or the Pevensey Levels Ramsar site, both internationally designated areas.
The first stage of the Appropriate Assessment process was undertaken in May 2008:

Visitor Accommodation SPD
The Visitor Accommodation Supplementary Planning Document SPD was adopted on the 07 March 2011.
The SPD sets out detailed guidance on the evidence of viability the Council will require when considering a planning application for change of use of hotels and guesthouses. The SPD is a material consideration and will be used in the determination of any application made for change of use of hotels and guesthouses. The SPD supports the requirements of Policy T4 of the Hastings Local Plan 2004.
Employment Land Retention
The Employment Land Retention SPD was formally adopted on 29 March 2010 and provides additional detailed guidance for developers and landowners when considering the change of use of business premises to alternative uses, in conformity with Policy E4 in the Hastings Local Plan 2004. The SPD will also be a material consideration in the determination of planning applications for change of use of business premises to other uses, in conformity with Policy E4 in the Hastings Local Plan 2004.

Development Management Plan including Site Allocations (formerly Site Allocations and Designations)
Building on earlier consultation as part of the 'Big Map', 2 introductory workshops were held in January 2012 for local residents associations and community groups. These explained the Development Management Plan and how to get involved in the process.

Development Management Plan and Site Allocations (formerly Site Allocations and Designations): Big Map Consultation Report February to April 2010
The Big Map Consultation Report covers the informal public consultation undertaken between February and April 2010 as part of the preparation of the draft Development Management Plan and Site Allocations document. This document will be developed as part of the new Hastings Local Plan. This consultation was carried out with local people and other stakeholders to help identify issues and opportunities this will need to address. In particular, the consultation concentrated on potential land for development, including looking at land for housing, employment and retail purposes. The consultation also covered retail management areas and cycle routes.

Traders Event (08 June 2010)
On Tuesday 08 June 2010 we held an evening meeting at the Town Hall with Hastings Town Centre traders to discuss future retail floorspace needs up to 2026. The object of the meeting was to gather traders' views and ideas about how we might best meet this need. The event follows on from the wider Big Map consultation carried out between February and April 2010. The results of this can be seen below under 'Big Map Consultation Report'.

Affordable Housing Viability Study & The Impact of Affordable Housing Update (March 2011)
The previous Affordable Housing Viability Study carried out in 2007 has now been updated. This update takes into account changes to property market conditions; build costs (including sustainable construction and design standards) and other planning obligations.
Future shopping floorspace needs (update February 2010)
A retail capacity update has been prepared in light of the economic downturn to assess the impact this has had on the town's future floorspace needs. The update has been built on work previously undertaken for the Retail Capacity Study March 2006, and will underpin planning policies in the Planning Strategy and Development Management Plan documents.
Strategic Housing Land Availability Assessment (SHLAA) (January 2010)
Following the consultation that took place in early 2009, this is the final version of the Strategic Housing Land Availability Assessment (SHLAA).
The SHLAA identifies sites which have the potential to accommodate housing, and provides an estimate of the likely numbers of dwellings that could be provided on sites across the Borough up to 2026. It is a research document that will help inform the preparation of other development plan documents (DPDs). It will be particularly important in informing the Core Strategy DPD and the Site Allocations DPD. The SHLAA is a living document which will be kept up-to-date.

Renewable Energy and Low Carbon Development Study (August 2009)
This report has been completed to provide a comprehensive analysis of the low carbon energy strategies appropriate for the new developments planned in Hastings up to 2026. This strategy describes the mix of technologies which will be the most appropriate and cost effective in delivering the required Co2 savings on the new build development sites in the town. The results of this analysis form a robust evidence base, which should be used to guide low carbon strategic planning in the town.
Retaining Hotels and Guesthouses in Hastings (February 2009)
This report has been prepared as part of a wider programme of hotel and visitor accommodation studies across East Sussex. Its overall purpose is to inform the preparation of planning policies for the development of the hotel and visitor accommodation sector, and to support the Council's development control function.
Hastings and Rother Employment Strategy and Land Review update (August 2011)
The Employment Stategy and Land Review (ELRS) jointly undertaken by Hastings Borough Council and Rother District Council in May 2008 has been updated to take into account a bymber of significant events that need to be considered in terms of their implications for the assessment of employment land requirements.
This update considers the implications of each of these factors upon the recommendations of the 2008 ELRS. It does not reproduce all the information, so needs to be read in conjunction with it.
Strategic Flood Risk Assessment (April 2008)
The Strategic Flood Risk Assessment (SFRA) was conducted to allow the application of the sequential and exception test and introduces the concept of flood risk at the early stages of the planning process. We are only able to show the final report here; please contact us if you wish to view the associated maps. We also publish these maps on a CD for which there is a charge of £6 (including postage and packaging), or £5 if collected from our offices.

Affordable Housing Viability Study (July 2007)
This study was conducted to consider the approximate likely development capacity and type of general viability issues anticipated within housing sites in the town, assessing the impact on land values and affordable housing thresholds.
Hastings Retail Capacity Study (March 2006)
This study assesses the future shopping needs and retail capacity of the town to underpin the retail policies contained in the Local Development Framework.
Hastings and Rother Housing Market Assessment (March 2006)
This study examines housing issues in the Hastings and Rother sub-region in South East England. It establishes the strategic vision of housing supply and demand up to 2016 and provides a better understanding of the local and sub-regional housing market.
Housing Needs Survey (2005)
This study examines the housing requirements (needs, aspirations and demands) for the communities and households of the town.
