What is a Local Land and Property Gazetteer?

It is quite normal to find that across a Local Authority, a single property may have many different addresses in numerous databases and be referred to in many different ways.  The aim of the Local Land and Property Gazetteer (LLPG) is to rationalise these databases right across the authority so that we all know the same piece of land or property as the same thing or that if we do have different names, we can tell that we are referring to the same place.

Each Local Authority is required to produce an LLPG and submit it to the National Land and Property Gazetteer (NLPG) where it is further rationalised against other government address based data.  This national hub of information will ensure that each property or piece of land has a Unique Property Reference Number (UPRN) that will help to identify it across many other organisations such as Ordnance Survey, Land Registry, The Valuation Office, and Royal Mail etc.  It will also ensure that all address-based information is compliant to BS7666, the British Standard for addresses.  The NLPG will underpin many other government initiatives including the National Land Information Service (NLIS - simplifying Conveyancing), the National Land Use Database (NLUD), and changes to the Electoral Register.

At Hastings Borough Council we have a Level One LLPG.  This means that we have submitted our data to the NLPG and are making regular daily updates to the NLPG hub.

Street naming and numbering

The naming of streets and naming and numbering of properties within those streets is a statutory function of the council.

It is important to maintaining a comprehensive and high standard for naming streets and numbering or naming properties to ensure that:

  • Emergency services are able to find a property quickly
  • Post is delivered efficiently
  • Visitors can locate their destination
  • Reliable delivery of goods and services
  • Records of service providers to be kept in an efficient manner
  • Council departments can work from one official address base

Many legal transactions associated with properties are withheld until they can be identified by street name and numbers, for example, statutory undertakers will not normally connect their services until such time as the premises have been given a formal postal address.

On 01 April 2010, fees were introduced to cover the administration costs of naming a new street or property, renaming an existing street or property or confirming a postal address.

Fees from 01 April 2012:

  • Naming of a new street: £105 per street
  • Naming and numbering a new development or redevelopment: £105 + £52.50 per unit/address*
  • Naming or numbering a new individual property: £52.50 per unit/address*
  • Renaming or renumbering once the new development has been agreed: £52.50 per unit/address*
  • Renaming or renumbering existing properties: £52.50 per unit/address*
  • Confirmation of property postal address: £26.25 per unit/address*
  • Street renaming/renumbering at resident request: £105 + £52.50 per unit/address*

*A unit is considered to be single address ie. a flat, a house, or an individual retail or industrial unit.
