Take a stand against Dog mess
Dog mess on the streets and in parks is one of our residents' major concerns and we take it very seriously which is why we're launching a hard hitting campaign over the rest of the Summer.
We want everyone to take a stand against dog fouling in your community. Report offenders to our Street Warden team, providing as much of the following information as possible:
- the times that offences are being committed
- the locations where the offences are being committed
- a description of the dog
- a description of the owner
- if the dog owner is using a car, the number of the registration number
These details will be used by our officers to target their patrols more effectively, so the more information you provide, the more likely it is that offenders will be caught!

Report Dog Mess
Under the Dogs (Fouling of Land) Act 1996, any person who permits a dog that is in their charge to foul any area to which the public has access is committing an offence.
The Street Wardens, Rangers and Foreshore staff enforce the Dog Control Orders (Borough of Hastings) 2008 and will issue a £75 Fixed Penalty Notice to anyone not clearing up after a dog under their control.
A person is guilty of an offence unless they have a reasonable excuse for failing to comply - not knowing a dog has fouled or not having the means to clear it up eg. a bag, are not reasonable excuses.
The Council can also prosecute peristent offenders refusing to pay Fixed Penalty Notices in the local magistrates court. Magistrates can impose fines of up to £1,000 and award costs to the council.
