Foreword

Hastings Borough Council is fully committed to meeting its obligations and responsibilities under the Civil Contingencies Act 2004 and to work in partnership with the Emergency Services and other Category 1 Responders to protect the people of Hastings and ensure we have the necessary arrangements in place to respond to any major incident or accident.

The Council is proud that even before the Act added statutory duties to its civil protection role, it had an effective emergency incident management programme, which included risk assessment, planning and preparation for major emergencies.

Our experiences and success in dealing with a number of medium sized incidents of differing characteristics, ranging from evacuation due to the risk of explosion of gas cylinders, major fires and structural collapse, gives me confidence that we are well prepared should we become involved in a large scale major emergency or incident as part of our civil protection role.

I am therefore pleased to introduce these web pages, which give more detail of our role and responsibilities in relation to civil emergencies and major incidents.
