

This section provides an introduction to the Government's electronic government (e-Government) initiatives to which Hastings Borough Council has committed itself through the publication of its Implementing Electronic Government (IEG) Statements (which you can download from this page).
The e-Government revolution is about making the most of the new technologies to deliver better quality and more accessible public services. It will also mean doing things in radically new and different ways. Service delivery will be re-engineered; there will be sharper democratic accountability with greater citizen participation. e-Government is an integral part of local government modernisation. The Government is committed to promoting continuous improvement in local government services through Electronic Service Delivery (ESD), to achieve the target of 100% ESD capability by 2005.
In February 2001, the Department for Transport, Local Government and the Regions (DTLR) announced details of the Local Government Online initiative. The announcement required all English authorities to submit an Implementing Electronic Government (IEG) Statement setting out the action they proposed to take to meet the 2005 target. Collectively these statements would inform the national local e-Government strategy for England, scheduled for publication in Autumn 2001.
The Government's Spending Review 2000 identified £350m to support councils meet the 100% ESD target by 2005. In 2001/02 £25m was used to fund 25 pathfinder projects to take forward e-Government and to be the focus for disseminating that learning throughout local government. Local Government IEG Statements will be used to allocate Years 2 and 3 of the £350m and to identify priority areas for further work at local and national level.
Hastings Borough Council's first IEG Statement was produced in July 2001, and on 17th October 2001 we heard that our Statement had been adjudged satisfactory. The Office of the Deputy Prime Minister requested that all local authorities in England and Wales submit a statement in 2002 assessing progress toward the national 2005 target for electronic access to all Council information and services where such access is feasible. It was anticipated that a further grant would be provided in 2003 upon receipt of a satisfactory statement. Our IEG Statement for 2002 was approved by Cabinet on 28th October 2002, for submission on the 31st October.
