Introduction

Hastings Borough Council is one of the biggest employers in East Sussex and spends about £23m every year on works, goods and services.  We are required to seek best value in our purchasing, but we also want to use our purchasing power to pursue our environmental agenda, equal opportunities, and to support local firms to grow.

At present, the Council purchases works, goods and services to the value of £7.25m pa from local companies, but we are keen to increase this figure to further support business growth and to help drive forward our regeneration objectives.

Purpose

Hastings Borough Council seeks to obtain the best possible value for money from its suppliers.  In doing so, we take advantage of a number of recognised contracts that are organised by other public sector partners.  However, there is still scope for small, medium sized enterprises to supply other goods or services.  To show our commitment in this respect, the Council, together with other local authorities in East Sussex, has signed up to the Office of the Deputy Prime Minister's Procurement Concordat for Small and Medium-sized Enterprises (SMEs) which encourages small, medium sized enterprises and voluntary and community organisations to work with the Council in achieving its objectives.

This guidance aims to support local businesses by providing contractors and suppliers with information about the Council's purchasing procedures, its procurement policies and details of any tendering opportunities.

Please contact us if you are interested in pursuing a business opportunity with the Council.  There is a simple form which you will need to fill in.  Our Procurement Officer will then be able to transfer your enquiry to the appropriate service area within the Council.

All firms doing business with the Council must abide by the Council's conditions of contract and be aware of its priorities.  Please also bear in mind that the Council will also require firms to be able to demonstrate a number of key requirements, namely that they possess and implement measures relating to their Health and Safety policy, and take account of Equal Opportunities and Environmental considerations.  It should be noted that the Council is particularly keen to do business with firms and contractors that can provide longer term sustainable goods or services.
