Introduction

All public bodies including Borough and County Councils, the Health Service and Police have to make a list of everything that they do and examine how well the things we do and the way we do them promotes equality of opportunity.  This is done over three years and then begun again in year four.

The following is a list of the assessments to be carried out over the next three years and the Service that will be doing them.

Hastings Borough Council Efficiencies, Income and Savings Proposals 2011/12 – 2012/13 Equality Impact Assessment Stage 1 Summary

Before adopting any new policy or making key decisions about Council services we consider how the decision will impact or affect different communities, especially those groups or communities who experience inequality, discrimination, social exclusion or disadvantage.  We assess this impact by doing an Equality Impact Assessment.  The Equality Impact Assessment on the Council's Efficiencies, Income and Savings proposals for 2011/12 – 2013 was considered at the Budget Cabinet meeting on 16 February as part of the Budget Report (Appendix P) and informed the recommendations to the Full Budget Council on 28 February 2011.

Equalities Impact Assessment Summary: Gambling Review Policy

Name of EQIA: Statutory Review of the Council's Gambling Act Statement of Principles

Late July - produced new Executive Summary and entirely redrafted policy document for consultation

Consultation - who was consulted and how:
Local Authorities are required by law to consult on their gambling policies and stakeholders are specified in Government guidance. We carried out a full public consultation which ended on 01 October 2009.  Broadly, our consultation included the following groups:

  • The Chief Officer of Police
  • East Sussex Safeguarding Children Board
  • Hastings Borough Council Ward Councillors
  • Trade associations and businesses who will be holding premises licences
  • Responsible Authorities
  • Community and faith organisations and those working with problem gamblers and young people
  • Salvation Army
  • Citizen Advice Centre

Assessment of impact, outcomes and key follow up actions:
The Council's Gambling Act Statement of Principles was deemed to be of low impact from an equalities perspective because of the statutory controls that are in place, and the local compliance checking regime we operate, and the fact that the Licensing Team assist people with language difficulties as and when necessary.
The main issue identified was that the existing document was not very easy to read or understand.  Although Government dictates much of what needs to be included, and the document will never be short and succinct, we decided there was scope to make it easier to read and understand.  This resulted in an Executive Summary and an entirely redrafted policy document modelled on one produced by the London Borough of Hackney.

Consultation - who was consulted and how:
Public consultation was carried out in July 2009 alongside the Hastings Housing Strategy 2009 - 2013.  The Key themes identified during the initial stages of the EIA were consulted upon with the consultees being asked to choose the three equality themes that they felt were most important to them.
Once the consultation was complete the most popular key themes were then turned into actions to feed into the Hastings and St Leonards Housing Strategy 2009 - 2013 document.  The actions have also been included in this EIA.
