About the Cabinet
The Cabinet consists of the Leader, the Deputy Leader and up to 8 more Councillors. The Cabinet is controlled by the Labour Group and makes decisions collectively except in cases of urgency.
The functions of the Cabinet and the Cabinet procedure rules are set out in the Constitution. The Cabinet is responsible for making recommendations to the full Council on the budget and policy framework and for the day-to-day management of the Council within that budget and policy framework.
The Cabinet meets monthly in public to make decisions. It will only meet in closed session when it is considering confidential or exempt matters. A Forward Plan of Key Decisions, which the Cabinet intends to make over a four month period, will be published monthly on a rolling basis. Where a key decision needs to be taken which is not included in the forward plan, there are specific urgency provisions, which involve consulting the Chair of the appropriate Overview and Scrutiny Committee.
A key decision is one which involves the Council in incurring expenditure, or making savings, which are either significant in terms of the Council's budget or significant in terms of the effect it has on two or more wards or electoral divisions.
