Response to the District Auditor's Report

The Council published its second Local Performance Plan - 'Our Town, Our Tomorrow' in March this year.  The District Auditor is required to provide a report on this Plan under Section 7 of the Local Government Act 1999.  The purpose of the report is to inform Councillors and chief officers of the key issues that arose from the audit of the Local Performance Plan and the actions that are required.

The audit included a detailed follow-up of progress against recommendations made in the audit of the first Plan and an assessment of overall progress in relation to Best Value.  The Council is required to consider the report and formally respond to the statutory recommendations within 30 working days.

The Council's Audit Sub-Committee of 26 July 2001 considered the District Auditor's report and agreed to accept the following recommendations:
(1) That progress be reviewed on the development of targets where these have not yet been set to ensure that they are set as soon as is practical, and
(2) That ways of reducing the number of separate (Best Value) reviews and seeking opportunities for greater strategic focus are explored.

The District Auditor stated that the main findings of the Performance Plan Audit were:
(a) That the plan met statutory requirements in all significant respects,
(b) That the Corporate performance management framework embodied Best Value,
(c) That officers continued to demonstrate commitment to Best Value and securing service improvement,
(d) That target setting, performance monitoring and open reporting of performance were seen to be a cornerstone of the Council's approach, and
(e) That the Best Value reviews completed to date, such as parks and open spaces, had led to tangible actions being taken.
