Local authorities are all required to produce an annual Local Performance Plan. This sets out our overarching aims for the town, plans for the forthcoming financial year so you can judge how well we perform and explains how well we performed against our targets for the previous year.
Each year we consult with a group of randomly selected residents to make sure our priorities match people's needs. Additonally, the draft Local Performance Plan is sent out for comment to stakeholders, community and voluntary groups and residents across the town to help us reshape the draft and finally to be approved by Council members.

In November 2005 we sent out a survey to to nearly 2000 local residents who have been selected at random to beocme members of a Citizens Panel. We asked if “Clean, Green, Safe, Active and at the heart of Regeneration” should continue to be the priorities we focus our activities on during the forthcoming year 2006/07. These five priority themes were all supported by at least 75% of respondents.
We also carried out a focus groups with 19 members of the Citizens Panel and were invited along to meetings of community groups, all of whom were able to provide us with feedback and anecdotal evidence of where we ought to focus our activities. The feedback we received from the Citizens Panel and Overview and Scrutiny Committees enabled us to produce a draft list of actions and a budget to support these actions for 2006/07.
Consultation on the draft Local Performance Plan ended on 20th February and amendments were made to the plan before it went to a special Budget Cabinet meeting and Council for approval.
A summary of the Local Performance Plan went out to all households along with their Council Tax bill in March. The final plan, published in June 2006 is more detailed and also contains information about how we performed against our targets for the previous year 2005/06.

Between 26th January and 23rd February 2004 the Council invited comments on its Plans and Priorities and Budget for the financial year 2004/05.

The report to Cabinet of 23 February 2004 thanked all those who took part in the consultation; summarised the feedback and showed how comments were taken into account when revising the draft documents.
