Citizens' Panel Consultation

In summer 1999 the Council recruited a Citizens' Panel of local residents who would be willing to give us their views on a range of subjects by completing postal questionnaires or by taking part in small discussion groups.
The Panel
To set up the Citizens' Panel we sent a questionnaire to 6,500 people, randomly selected from the Electoral Register and asked them to tell us about their satisfaction with the quality of life in their area and whether they would be happy to take part in further surveys.
The membership of the Citizens' Panel is 'weighted' to be representative of adults (the original Panel was selected from the Electoral Register that includes people aged 17+, therefore additional work is undertaken to ensure the views of young people are taken into account in decision-making) in the Borough in terms of where they live, their age, gender and housing tenure.
Since then the membership of the panel has been regularly updated.
Results
The results from the Citizens' Panel research are used to inform decisions and service priorities from a range of Council department.

A recruitment survey was sent to local residents at random. The results of this survey have been used to help us set our overall budget and priorities and produce a draft Local Performance Plan for the new financial year commencing April 2005.

Consulted to find out if residents have noticed any improvements resulting from Council work and projects over the last 3 years, and whether this has made living here better. Information was also collected on views about street wardens, smoking in public, aspects of life in local neighbourhoods and overall satisfaction with living and working in the town.

Full report on the recruitment of the Citizens' Panel and results of resident's questionnaire that includes:
- over-all satisfaction with the quality of life in the area
- extent to which the priorities of the Council are also those of the residents and which of six priorities should be considered the 'greatest priority'
- suggestions in respect of the aspect of life most in need of improvement
- means of transport/travel for daily or regular activities and means of encouraging more use of public transport
- importance of improvements to access to Hastings/Bexhill
- whether respondents are in support of or against a bypass

the two focus groups shared the initial findings from the postal survey; discussed how the quality of life, against the key priorities identified by the Council could be improved; and to considered how the issues identified in the survey could best be addressed.

- Business attitude to level of recruitment, training and skills, and potential gaps between skills required and the skills of applicants
- Property/land for business development opportunities and views on business support available
- Transport and communications infrastructure, including e-commerce
- Costs of running a business in Hastings and how it compares - expensive/inexpensive?
- Main concerns about Hastings as a place to do business
