Introduction

Residents in central Hastings and part of St Leonards can purchase permits which allow parking without an imposed time limit, in marked on-street parking bays.  These bays are designated for Resident Parking and are grouped together to form specific Parking Zones.  Permits are valid only in the zone for which they are issued.  Zone letters are clearly displayed on the parking restriction signs.  There are two types of Residents Parking Permits, for Exclusive and Shared Parking Zones:

Exclusive Zones: A - F

  • allows unlimited parking for residents vehicles when displaying an annual Resident permit or vehicles displaying a valid 'Resident Visitor' scratch card permit for the duration of that permit.  Non permit holders may only park within the bays between the hours of 8pm to 9am.  Enforcement of this restriction is from 9am to 8pm on all days, including Sundays and Bank Holidays.

Zone A (Eversfield Place)

  • a small, oversubscribed zone where the demand for resident parking is greater than the space available, so a waiting list is in operation. Potential customers should note that they could be waiting for some months before being offered a permit. Grand Parade underground car park is an alternative parking solution for residents, but the cost of these permits is more than a resident permit.

Zone F (Old Town)

  • a much larger zone, but because of its popularity with residents and visitors, finding a parking space, particularly during the summer months, can be difficult. We do operate a policy where we stop selling resident permits when the number sold reaches a limit of 1.5 times the amount of available space. At this point, a waiting list is brought in until demand reduces. The possession of a resident permit unfortunately, cannot guarantee a parking space.

Exclusive Zone: J (The Mount, St Leonards)

  • a very small zone, just for residents of the Mount.  Permit holders only may park from 8am to 8.30pm, Monday to Friday.

Shared Parking Zones G - L (excluding J and H)

  • allows unlimited parking for residents who display a valid permit and vehicles displaying a valid 'Resident Visitor' scratch card permit for the duration of that permit.  Free parking is allowed for other motorists up to a maximum of 2 hours.  Enforcement is from 9am to 6pm on all days, as above.  Visitors displaying scratch cards should take the two hour free parking into account, so a 2 hour permit will allow 4 hours parking and a 5 hour permit will allow for 7 hours.

Residents' On Street Parking Permits: Conditions of Use

1:  The Permit is valid for a period of one year, from the first day of the month in which it is issued.

2:  A completed application form, documents and fee must be presented at the time of application.  Documents produced to confirm resident's status may be checked, including driver and vehicle licence details with the DVLA.  Tenancy agreements will only secure a 6 month permit.  After that time it is expected that other evidence will be available.

3:  A permit can be issued for a motor cycle, motor car, or goods vehicle not exceeding 3.5 tonnes gross vehicle weight and 6m in length.

4:  Only one permit per vehicle, up to a maximum of two permits per Council Tax address, is allowed.  The second vehicle purchased for a household will be charged at a higher rate.

5:  The permit is issued in the registration number of the vehicle and is only available for use on that vehicle.  In the event of a change of vehicle, a replacement permit for the remainder of the period will be issued free of charge.  If a further change of vehicle occurs within the period an administration fee of £3.00 will be charged to change the permit.

6:  When the Permit is in use it must be clearly displayed on the nearside of the vehicle windscreen.  All details printed on the permit must be clearly visible from outside the vehicle.  A free plastic holder will be provided and it is suggested that you try to position the permit near your tax disc.  Only the original Permit bearing the 'genuine' hologram must be displayed.

7:  A Permit is only valid within the designated residents only parking bays in the zone indicated on the face of the permit, and it does not give you a preferential right over someone else who is already parked in the bay you may wish to use.

8:  Residents Parking Permits do not entitle the holder to any special exemptions from yellow line restrictions, parking bays with limited waiting, pay and display bays or parking bays reserved for Disabled Badge Holders.  They also do not apply in car parks or designated parking zones outside of the zone for which the permit has been issued.

9:  A Residents Parking Permit may not be assigned or transferred to any other vehicle or person, except under the circumstances described in paragraph 5.  A permit must be surrendered in the event of the holder ceasing to reside in the zone for which the permit is issued.  You will be able to get a refund for each complete 3 month period left on your permit.

10:  If you sell your property, your Residents Parking Permit must be surrendered to the Parking Services office.  If there is an unexpired portion of the annual charge you will be able to get a refund for each complete 3 month period left on your permit.  You may not sell on or pass the permit to the purchaser of your property.

11:  If a permit is lost or destroyed, the holder may apply for the issue of a duplicate.  The Council, upon being satisfied as to the loss or destruction, shall upon receipt of a payment of £3.00 issue a duplicate permit so marked and upon such issue, the permit which it duplicates shall become invalid.

12:  Any contravention of the above conditions of use will render the permit invalid and the permit will be withdrawn.  The permit will at all times remain the property of the Hastings Borough Council.

13:  If you need to use a temporary vehicle at any time, you must inform parking services, so that details of the circumstances can be taken and you can be advised accordingly.

A resident's permit does not guarantee a parking space and does not permit free parking in a pay and display parking bay within their zone.  Vehicles using pay and display bays must conform to the restrictions and payment requirements of those bays.

Residents' On Street Parking Permits: Required Documentation

Initial Applications

One of the following documents will be required to prove residency:

  • Current Domestic Council Tax Bill
  • Current Tenancy Agreement

One of the following documents will be required to prove ownership of the vehicle:

  • Vehicle Registration Document
  • Current Vehicle purchase receipt/documents (if V5C Awaited) and current insurance policy document
  • Current documents in the case of a lease, hire or company car, proving you are the keeper

Renewal Applications

Only the following documents are acceptable as proof:

  • Current Council Tax Bill not Reminders
  • Current Housing Benefit notice
  • Vehicle Registration Document with current keeper details
  • Hire/Lease documents of the vehicle with current keeper details

Please note that Parking Services staff will require sight of the above documents before your application can be processed.
