Pay an On-Street Penalty Charge (for PCNs beginning with ZH only)
If your PCN begins with the letters ZH it is an On-Street ticket and was issued by East Sussex County Council.
You can pay either by telephoning the Parking Shop on 08456 801129 (option 3), or visit www.eastsussex.gov.uk.

Pay an Off-Street Penalty Charge (for PCNs beginning with HS only)
If your PCN begins with the letters HS it is an Off-Street ticket and was issued by Hastings Borough Council.
To pay this ticket, or view information about about a parking contravention, you can login to the Parking Online Services by entering your vehicle registration number and the PCN number.
Getting ready to pay
We accept Maestro, Solo and Visa Debit Cards (not Electron), and any credit card displaying the Visa or Mastercard symbol. To make an online payment all you need is your vehicle registration number (number plate), the PCN number of the notice you intend to pay and your credit/debit card.
How to make a payment
To make a payment, login to the Parking Online Services by entering your vehicle registration number and the PCN number, and then follow the 'Payment' link.
Please note that you cannot pay online on the same day that your penalty charge notice was issued – PCNs are not downloaded into the parking database until 9am the following morning.
PCNs issued on a Friday are not available to pay online until 9am the following Monday morning.
What happens next
The PCN will be noted as paid within minutes of your transaction. Your payment will be posted to your payment card account after it has been authorised and cleared - this is normally within 24 hours. You will be given a unique payment reference and confirmation of this will be sent to you by e-mail so that if you need to, you can contact us about the payment. If there is a problem with the payment card or your account, you will not be able to complete the transaction and you will be advised to try again.

Challenge an Off-Street PCN
Please note that you cannot make an online challenge on the same day that your penalty charge notice was issued – PCNs are not downloaded into the parking database until 9am the following morning.
PCNs issued on a Friday are not available to pay or appeal online until 9am the following Monday morning.
You can challenge a PCN online instead of making a payment if you wish us to consider any mitigating circumstances. You must make your initial challenge within 14 days to take advantage of the discount period and no later than 28 days from the date the charge was issued. The penalty charge will be put on hold until we have investigated and responded to you in writing. To appeal online, login to the Parking Online Services by entering your vehicle registration number and the PCN number, and then follow the 'Appeal' link. You will then be able to enter your representation into our Appeal on-line form. Your challenge will be e-mailed to us and you will receive confirmation that it has been received.
The council is a member of the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee. The Joint Committee publishes an Annual Statement of Accounts which is subject to External Audit and the latest accounts can be found on the www.patrol-uk.info website.
