Introduction

The Community Group Transport Grant provides financial assistance to local organisations and groups.

The scheme aims to improve the quality of life of certain groups in our community by eliminating the financial burden of coach transportation thus making leisure and recreational facilities more accessible.

The scheme is open to all Community Groups but priority will be given to applications from youth and young family activity groups based in Hastings and St Leonards.

During the financial year 2008-9, Hastings Borough Council has asked Hastings Voluntary Action (HVA) to be responsible for the administration of this scheme.  This has necessitated some alterations to existing procedures, so please read the information on this page carefully.

Applications

Applications must be made on the form provided, which must be accompanied by:

  • quotes from two coach companies
  • a copy of the group's latest AGM minutes
  • a copy of the group's constitution (unless provided with a previous bid to this scheme)

For trips planned May to September 2008:
Deadline: 7 April 2008
Decision advised by: 25 April 2008
Amount available to distribute: £4,000

For trips planned October 2008 to March 2009:
Deadline 29 August: 2008
Decision advised by: 19 September 2008
Amount available to distribute: £1,000

Please note that applications received after the deadline will not be eligible for consideration.  Unfortunately, due to the hand-over of responsibilities to HVA, and the consequent need to develop new agreements and procedures, it will not be possible this year to fund any trips taking place in April.

Processing and Notification

All bids received by the deadline will be considered by officers appointed by Hastings Borough Council.

Applicants should be aware that the total sum available to distribute is 50% less than last year, and consequently a number of applicants are likely to be disappointed.

In reaching their decision, the panel will have regard for:

  • the priorities set by Hastings Borough Council as described
  • previous grants made to the applicant group (groups not previously funded will be given priority)

All applicants will be notified in writing of the outcome of their bid by the date shown.

The decision of the panel will be final and no correspondence will be entered into.

Booking Arrangements and Other Conditions

Successful applicants will be issued with a letter detailing the amount of the offer, and any terms and conditions relating to it.

It will be the responsibility of the applicant to make the arrangements with the coach company, including the agreement of itinerary, pick up points, comfort stops etc.

The hire contract will be between the coach company and the applicant.  Hastings Voluntary Action will make payment direct to the company on production of an invoice.  The amount paid by Hastings Voluntary Action will be limited to the amount of the offer.  In the event that any surcharges are incurred (due to changes in itinerary etc) these will be the responsibility of the applicant to settle.

In certain circumstances, Hastings Voluntary Action (on behalf of Hastings Borough Council) reserves the right to reclaim monies from the applicants.  This might happen if:

  • a trip is cancelled without reasonable notice (most companies will require at least 10 days notice to avoid the imposition of a cancellation fee)
  • a coach is under-used (ie. 10 people on a coach with 53 seats)

Organisers will be required to complete and return monitoring information in a form provided by HVA.  This will be a very simple form which it should be possible to complete during the trip.  Failure to complete this form may jeopardise future requests for funding.

Any funding which becomes available through cancellations or recharges will be offered to any waiting applicants.
