Improving Housing

The Council is committed to making sure that Housing in Hastings and St Leonards is maintained to a good standard, and is safe, secure and well managed.

In 2003, we declared Central St Leonards as a Housing Renewal Area, because we recognised that there was a priority need for the standard of housing in this area to be improved.  Since then we've worked closely with property owners and other agencies, and we're currently investing approximately £1m a year towards improving housing conditions in the Renewal Area.

As a result of this, more than 148 homes have been brought up to the Decent Homes Standard, and by focusing on the worst housing areas, more and more roads in Central St Leonards will see improvement as the project continues into 2011.

Enforcement Action

The Council uses a range of enforcement tools to tackle properties that are in poor repair or where serious hazards are present.  In particular, Houses in Multiple Occupation (HMOs) are home to some of the most vulnerable people in our community.  Appropriate enforcement action is taken to ensure that all housing is of a good standard and well managed.

Empty Homes

Latest research carried out by the Empty Homes Agency suggests the number of empty homes in England is increasing owing to the downturn in the housing market, and a higher than normal level of repossessions.

Properties laying empty can discourage people wishing to stay or move to an area.  They're also unattractive, and can create an impression of neglect and decline.  Reducing the number of such properties can enhance local pride in an area.

Financial Assistance for Residents and landlords

We recognise that in the current economic climate, many people are finding it difficult to afford the repairs, adaptations and fuel bills required for their properties. As part of our overall plan to improve the quality and affordabilty of housing in the St Leonards area, we offer a number of financial assistance packages aimed at helping both residents and landlords.

Central St Leonards is a vibrant and rapidly improving community, and if you're a first time buyer, it's never been more affordable to become part of it!  Our 'Getting Started in St Leonards' scheme could help you by contributing up to £10,000 towards the value of the property. To be eligible, you must meet the following conditions:

  • Your new home must be in Central St Leonards
  • It must be below the Decent Homes standard (ie. be in need of some renovation work)
