

We know that most dog owners are responsible people who pick up after their dog and keep them under control. Unfortunately, some don't and we have now drawn up four control orders to tackle these issues.
The Dog Fouling Order applies to all land within Hastings and requires any person in charge of a dog to immediately remove any dog fouling that their dog has produced and to dispose of it properly e.g. by putting it in bins or by taking it home.
'Land' in this case means any land that the public are entitled or permitted to have access to and is open to the air. It does not apply to private land where the public are not permitted to have access.
The Dogs on Leads Order requires dogs to be kept on a lead in a number of areas throughout the borough at certain times specified in the order. Signs have been put up to indicate the areas covered by this order. The parks affected are the lower half of Alexandra Park, the upper part of Warrior Square Gardens and St Leonards Gardens. The Dog Exclusion Order requires people in charge of a dog not to take it into, or keep it in, any area designated by this order. All the dog ban areas have signs indicating that dogs are not allowed. The areas where people cannot take dogs (except for assistance dogs) are detailed on our Dog Control pages.
The Dogs on Leads by Direction Order is designed to be used when a dog is not under proper control and needs to be put on a lead. It requires the person in control of a dog to put and keep it on a lead when told to do so by an authorised officer of the Council or Sussex Police.
This order applies to all land within the Borough of Hastings to which the public are entitled or permitted to have access. An authorised officer may only give a direction under this order if, in their opinion, a dog is not under proper control and is likely to cause a nuisance or disturbance to other people or wildlife.
The Council will issue Fixed Penalty Notices to enforce the new Dog Controls. The payment is £75 if paid within 14 days or £50 if paid within 10 days. Non-payment within 14 days and repeat offences may result in prosecution action being taken. The maximum penalty for a successful prosecution is £1,000 fine and a criminal record, plus any court costs that may be awarded.
